Background:
The Government of Canada and the Government of Newfoundland and
Labrador are currently negotiating a Memorandum of Agreement
("Agreement") to establish a National Park Reserve of Canada
(NPR) to protect a representative example of the East Coast
Boreal natural region in the national park system, and to
protect examples of four provincial eco-regions, including the
Coastal Barrens, Paradise River, Eagle Plateau-Mealy Mountains,
and Lake Melville. The general location is Labrador, south of
Lake Melville, and extending to Sandwich Bay.
The size of the NPR is approximately 10,700 km2.. There are also
some cabins and structures within the boundaries of the proposed
NPR. Those cabins and structures include:
· A telecommunication tower (under lease)
· Six private cabins (under licence of occupation)
· Four government-related structures (under licences of
occupation)
· Eleven private cabins (no existing Crown title)
· Five fallen/abandoned structures
· Four small cemeteries (occasional burials still occur in two)
Requirement: Two (2) estimates of value are required: The market
value of the property assuming it is available for sale in the
open market at its *Highest and Best Use; and the continued
public purpose value of the property assuming it will continue
to operate as a National Park.
*Highest and Best Use: The defined Highest and Best Use analysis
of this appraisal is based upon the Subject Property's
compliance with all land use legislations under a private
ownership.
CONTRACTOR SELECTION:
The selection will be based on best value as determined by a
ratio of 60% technical and 40% price. The bidder with the
highest score will be awarded the Contract.
It is anticipated that any contract will be effective for six
(6) weeks from date of award.
