ANALYSIS ON THE INTEGRATION OF A HIGH LASER ON A CANADIAN
MILITARY VEHICULE.
The objective of this contract is to perform an engineering
study for the integration of a High Energy Laser (HEL) on a
Canadian military Vehicle.
The contractor will perform an in-depth exploratory paper study
documenting the integration process. Essentially, the contractor
will perform a trade-off analysis demonstrating the impact of
every choice on the overall system performance. The analysis
will be supported by theory, modelling, and simulation results
and/or experimentation.
Background
DRDC Valcartier is studying emerging technologies for the
protection of military vehicles and their occupants.
Specifically, DRDC Valcartier is looking at HEL technology for
long standoff neutralization of exposed Improvised Explosive
Devices (IED) and remote neutralization of unexploded Ordinances
(UXO).
HEL is considered as one of the most promising technology to
provide the Canadian Army with an unprecedented performance
edge. Over the past years, laser-based defence systems have
undergone a key transition from proof-of-concept demonstrations
towards field deployable systems. This rapid evolution is due to
recent developments in the fibre laser technology which led to
an abrupt availability of low cost and robust core laser systems
readily available for defence applications.
The goal of this contract is to gain knowledge on the
requirements, tradeoffs, and costs related to the integration of
a HEL on a vehicle. The vehicle of choice is the Canadian Forces
Cougar vehicle also known as the Wolf. The laser beam will be
delivered through a beam director mounted on the readily
available Remote Weapon Station (RWS).
Client department
The services will be rendered to Defence Research and
Development Canada (DRDC-Valcartier).
Period of the contract :
The period of the Contract is from date of Contract for a period
of 12 months.
Intellectual property rights
Any intellectual property rights arising from the performance of
the Work under the resulting contract will belong to Canada.
Pursuant to section 01 of Standard Instructions 2003, Bidders
must submit a complete list of names of all individuals who are
currently directors of the Bidder. Furthermore, as determined by
the Special Investigations Directorate, Departmental Oversight
Branch, each individual named on the list may be requested to
complete a Consent to a Criminal Record Verification form and
related documentation.
Technical Criteria evaluation and basis selection
Mandatory:
The Bidder must demonstrate company capability in the field of
laser-based military systems, control of turret/remote weapon
station as well as its expertise in the field of integration, or
assembly of a remote-weapon station, or a weapon turret on in
service military vehicles.
For evaluation purposes, a "vehicle" represents a wheeled or
tracked land platform. A "demonstrated project" implies that the
Bidder was, or is the primary contractor for the specific tasks
of installing, integrating, or incorporating a weapon turret, or
remote weapon station onto a vehicle. Eligible weapons include
projectile, or missile systems. Projects will be considered as
distinct should either the platform or the integrated system be
different.
Technical Criteria
EXPERIENCE IN LASER-BASED MILITARY SYSTEMS MAXIMUM 80 points,
MINIMUM 27 POINTS
1.Technical expertise of the company in integration of a high
energy laser on a remote weapon platform and a military vehicle.
2. Company's technical expertise regarding laser-based military
systems
3. Company's technical expertise in turret/remote weapon station
system integration and control
4. Number of projects completed within the past 15 years,
incorporating a missile weapon system.
5. Relevance of production and testing facilities.
6. Capability to take the results to the next level.
Basis of Selection - Highest Combined Rating of Technical Merit
and Price
1. To be declared responsive, a bid must:
(a) comply with all the requirements of the bid
solicitation;
(b) meet all mandatory criteria; and
(c) obtain the required minimum of 27 points overall for
the technical evaluation criteria which are subject to point
rating.
The rating is performed on a scale of 80 points.
2. Bids not meeting (a) and (b) and (c) will be declared
non-responsive.
3. The evaluation will be based on the highest responsive
combined rating of technical merit and price. The ratio will be
60 % for the technical meritand 40 % for the price.
4. To establish the technical merit score, the overall
technical score fr each responsive bid will be determined as
follows: total number of points obtained / maximum number of
points available multiplied by the ratio of 60 %.
5. To establish the pricing score, each responsive bid will
be prorated against the lowest evaluated price and the ratio of
40% .
6. For each responsive bid, the technical merit score and
the pricing score will be added to determine its combined
rating.
7. Neither the responsive bid obtaining the highest
technical score nor the one with the lowest evaluated price will
necessarily be accepted. The responsive bid with the highest
combined rating of technical merit and price will be recommended
for award of a contract.
