DESCRIPTION OF REQUIREMENT:
The Canadian Intellectual Office (CIPO) sector requires the services of a qualified supplier having qualified resources to conduct reviews and assessment of the CIPO IT Modernization (ITM) Program.
As the Program moves further into its implementation and individual projects proceed further into their lifecycle, where the various aspects of the Program Infrastructure will be put into practice, the ITM Program needs to be assessed by an unbiased third party for its ability to effectively support the achievement of established outcomes.
Work Stream 3: Information Technology and Systems Audits;
For the services of the following category:
One (1) Project Manager / Leader
One (1) Senior Auditor
One (1) Backup Senior Auditor
DURATION OF CONTRACT
It is intended to award a contract for a one year period, including 2 optional one year period.
EVALUATION PROCESS AND SELECTION METHODOLOGY
Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria.
Basis of Selection – Highest Combined Rating of Technical Merit 80 % and Price 20 %
To be declared responsive, a bid must:
(a) comply with all the requirements of the bid solicitation;
(b) meet all the mandatory evaluation criteria; and
(c) obtain the required minimum number of points specified in Attachment 1 to Part 4 for the point rated technical criteria.
Bids not meeting 4.2.1.1 (a) or (b) or (c) will be declared non-responsive. Neither the responsive bid obtaining the highest number of points nor the one with the lowest evaluated price will necessarily be accepted.
The lowest evaluated price (LP) of all responsive bids will be identified and a pricing score (PS), determined as follows, will be allocated to each responsive bid (i): PSi = LP / Pi x 20. Pi is the evaluated price (P) of each responsive bid (i).
A technical merit score (TMS), determined as follows, will be allocated to each responsive bid (i):TMSi = OSi x 80 . OSi is the overall score (OS) obtained by each responsive bid (i) for all the point rated technical criteria specified in Attachment 1 to Part 4, determined as follows: total number of points obtained / maximum number of points available.
The combined rating (CR) of technical merit and price of each responsive bid (i) will be determined as follows: CRi = PSi + TMSi .
SECURITY REQUIREMENTS
The proposed resources must hold a valid clearance at the level of SECRET prior to contract award.
