1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated inthe ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the Requirement
Defence Research and Development Canada (DRDC) - Valcartier requires the provision of Indium fluoride based fibre.A quantity between 15 m and 20 m is required with the possibility of purchasing options for a similar quantity, for delivery at DRDC - Valcartier, 2459, route de la Bravoure, building 53, Quebec, QC, G3J 1X5 Canada. The purchasing options may be exercised during the two years after contract award.
This fibre will be used for super-continuum generation by injecting laser pulses centered at 1.9 µm wavelength at the input of the Indium fluoride fibre. As part of this project, the Indium fluoride fibremust have low loss for the spectral transmission range between 1.5 µm and 4.8 µm, inclusively.
3. Evaluation Criteria of Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following specifications:
Indium fluoride based fibre must meet the following specifications:
a. Fibre length: Between 15 m and 20 m inclusively
b. Input fibre core diameter: 9 ±0.5 µm
c. Outputfibre core diameter: Between 8.5 µm and 13 µm inclusively
d. Fibre cladding diameter: Between 100 µm and 125 µm inclusively
e. Fibre numerical aperture: 0.3 ±0.03
f. Average optical loss of the fibre core for a wavelength at 3.5 µm:
