Background
The UK Department for International Development (DFID) announces a potential procurement of services in the near future to manage a multi-donor fund of approximately 85 000 000 GBP and deliver Phase 2 of a flagship health programme in South Sudan for two years starting from April 2016, subject to funding approval. The programme will be an extension of the current South Sudan Health Pooled Fund (October 2012 — March 2016), funded jointly by the UK, Australia, Canada, the European Union (EU) and Sweden and led by DFID, with a lightly revised design. The two year extension, Health Pooled Fund 2 (HPF2), is expected to be funded by the UK, Canada, the EU, Sweden and, possibly, other donors too. The main objective of HPF2 will echo that of the current programme, the expected outcome of which is an increased access to quality health services, in particular by children, pregnant women and other vulnerable groups. The programme will cover entire population in a defined geographic area. The programme will focus on three major areas:
1. Strengthened delivery of a basic package of health and nutrition services, particularly responsive to the needs of women and children.
2. Strengthened, accountable and responsive health systems.
3. Increased ownership, governance and demand of communities for health services.
The programme will align with South Sudan's policies and priorities related to the reduction of maternal and infant mortality and improvement of the overall health status and quality of life of the South Sudanese population. It will be delivered through sub-contracted commercial or non-governmental organisations. The service provider will be responsible to manage the fund and provide technical support to ensure an effective delivery of the programme. The Service Provider will also be expected to demonstrate proficiency concerning delivery in a more conflict-affected context, requiring greater flexibility and risk management, and the application of a development/humanitarian interface. Estimated cost excluding value added tax: 85 000 000 GBP
