PROJECT DESCRIPTION
.1 Working towards the outcomes and objectives identified within the FMP, the successful Proponent is to apply proven parks-based (non-urban) technical design practices in conjunction with appropriate tools and skilled resources through the Assessment, Conceptual Design, Detailed Design, Approval Process, Issued for Tender and Issued for Construction and Project Close Out phases for the site to achieve the end result desired by the Province.

.2 The work to be accomplished under this project includes:

Elbow Falls DUA Parking Lot Scope:
.1 Assess the feasibility of adding an additional entrance to Highway 66 from the east side of the Elbow Falls PRA parking lot and creating oneway traffic flow. The feasibility study shall evaluate the constructability, regulatory and safety compliance requirements and adherence to the general objectives outlined in the FMP.
.2 Expand and redesign the Elbow Falls PRA parking lot.
i. Expand and reconfigure parking lot to increase the parking capacity by 100 standard vehicle stalls, one bus transit stop, and up to 4 pull through RV/bus stalls.
ii. Pavement repairs, as required.
iii. Refurbishment of existing amenity area including re-gravelling, line painting and general cleanup.
iv. Install a third 4-stall vault toilet.
v. Install additional waste receptacles.
vi. Addition of a 1.2-metre-wide gravel connector trail along the northern edge of the expanded parking lot.
vii. Upgrade signage using Alberta Parks standard sign catalogue as needed Installation of one kiosk for Prairie Mountain Trail.

Powderface Parking Lot Scope:
.1 Assess the feasibility of expanding the Powderface parking lot, as outlined in the FMP. The feasibility study shall evaluate the constructability, regulatory and safety compliance requirements and adherence to the general objectives outlined in the FMP.
.2 Redevelop the existing Powderface parking lot.
i. Reconfigure existing parking lot to accommodate 25-50 standard vehicle stalls, 3-6 pull through RV/bus parking stalls, and one bus transit stop.
ii. Resurface the existing pavement.
iii. Install one 2-stall vault toilet.
iv. Install waste receptacles.

Highway 66 Scope:
.1 Install ‘no parking’ signage along Highway 66.
.2 Install speed reduction signage along Highway 66.
.3 Fullerton and Allen Bill DUAs signage improvements.
.4 Additional signage improvements along Highway 66.

The project schedule calls for commencement of Contract by October 01, 2026 and completion of Services by February 14, 2028.
