Full description

Alberta Parks operates a wide range of potable water and wastewater systems across the province, supporting both seasonal and year-round recreational facilities. These systems vary in size, configuration, and regulatory classification and are subject to multiple provincial requirements, including obligations under the Environmental Protection and Enhancement Act, the Water Act, Alberta Environment and Protected Areas directives, and Public Health Act drinking-water standards.

Differences in system types, regional practices, seasonal operating patterns, and variable staffing levels, including high seasonal turnover in certain regions, make it difficult to consistently track and confirm whether all required monitoring, reporting, and regulatory compliance activities are completed each year. The lack of a uniform, province-wide processes can limit Alberta Parks’ ability to verify compliance, identify gaps, and implement improvements consistently across regions.

To address this, Alberta Parks is initiating a province-wide compliance review to identify each facility’s regulatory requirements, assess current adherence, and highlight gaps and provide recommendations to address gaps. The project will also produce a standardized Regulatory Compliance Key Performance Indicator (KPI) Matrix and a centralized annual dashboard showing regional results, enabling Alberta Parks to confidently confirm, on an annual basis, that all required water and wastewater compliance obligations have been met.

The purpose of this RFP is to invite Proposals from suitably qualified Proponents to complete a province-wide assessment of Alberta Parks’ potable water and wastewater systems to clearly identify all regulatory compliance requirements and determine the extent to which each facility meets those obligations.
