Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Definition of the requirement
Coast Guard requires the contractor to provide 2 tailshafts complete with hydraulic couplings and associated equipment that will be incorporated with existing Watsila fixed pitch propellors and Wartsila Type MB inboard shaft seals.
New equipment will consist of:
a) 2 New tailshafts with basic dimensions as per 4847-10 and 23-0611-01 . Existing fitted coupling and taper arrangement will NOT be used. Inner liner length to be increased to allow fitment to existing Wartsila MB coupling as per recommendations by Wartsila .
b) 2 Wartsila type FC600-X custom hydraulic coupling with bolt pattern to match existing intermediate shaft and braking arrangement
c) 2 Wartsila hydraulic Nuts machined to fit existing Wartsila Lips fixed propellor and threaded shaft.
d) 1 New Hydraulic pump for install and removal of nut.
e) 32 Pilgrim Radial fit bolts sized for new hydraulic coupling and existing intermediate coupling
f) 1 hydraulic installation kit for Pilgrim Radial fit bolts
g) 1 shaft bullet to protect inboard shaft coupling surface during installation and removal.
Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
o Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
Listed in the attachment as Annex ?A? ?Statement of Requirement?
Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s)
o Canadian Free Trade Agreement (CFTA)
Justification for the Pre-Identified Supplier
Wartsila has the IP rights to the Wartsila Lips propellors and MP shaft seals. It is critical that the shaft is correctly manufactured to fit the current equipment now fitted.
The tailshaft arrangement is critical to ships operation and given recent damage to the port and stbd tailshafts , TCMS/ABS approved new tailshaft arrangement is required.
No known other supplier would have the required information to enable the tailshafts and couplings to be manufactured so they will work correctly with existing equipment, namely the Wartsila LIPS propellor and Wartsila MP seals.
The tailshaft replacement parts are required to work with existing Wartsila Lips propellors and MP inner seals.
The parts are OEM specific and therefore they are the only company that has the specifications for the manufacture of the required parts.
Period of the proposed contract or delivery date
The product/system/equipment (as appropriate) must be delivered by the contractor by April 30, 2023 after receipt of order. Cost estimate of the proposed contract is $3,400,000.00 (GST/HST extra).
