Nature of Requirements:
Simulated Rifles and Scopes
W7719-175370/A
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
Defence Research and Development Canada (DRDC), an agency of the Department of National Defence (DND), has a requirement for the supply and delivery of four (4) simulated rifles, four (4) simulated riflescopes, four (4) computer interfaces with required documentation, and one (1) set of recoil charging equipment.
It is intended to negotiate a contract with LaserShot Inc., Stafford, Texas, USA.
3. Specifications
3.1 Simulated Rifle
Each simulated rifle must have the following specifications:
3.1.1 Must be non-firing physical analogues of a firearm. They must not fire projectiles nor be easily convertible to a configuration that can fire projectiles
3.1.2. Must closely resemble the physical dimensions, weight, and appearance of actual C7/M16 or C8/M4 rifles. Minor variations in specifications are acceptable, as it is acknowledged that many models and configurations exist in this family of rifles, provided that all of the other requirements are met. For example: barrel lengths from M4 CQBR (10.3?) to full C7A2 (20.0?) are acceptable; integral iron sights or flip-down backup iron sights are acceptable; any variety of muzzle devices or other minor cosmetic features are acceptable.
3.1.3. Must have working controls, buttons, and switches that reproduce those found on actual C7/M16 or C8/M4 rifles. They must have a selector switch (with functional safe, semi-automatic, and either fully-automatic or burst fire modes), magazine release button, charging handle, and bolt-catch release lever (if there is a functioning bolt mechanism).
3.1.4. Must have a trigger with physical characteristics that closely resemble those of an actual C7/M16 or C8/M4 rifle trigger. They must have realistic pull-weight, slack, break, and reset characteristics.
3.1.5. The trigger must be able to communicate trigger-pull events to the simulationhost PC via the Computer Interface (see 3.3) without interfering in the normal operation of the weapon it must not negatively affect the handling qualities of the trigger as outlined in 3.1.4, nor any of the other controls).
3.1.6. Must have a physical recoil function that discharges with approximately the recoil force of a 5.56mm-caliber rifle each time the trigger is pulled in semi-automatic mode. The recoil function must operate for at least 30 consecutive trigger pulls before it must be recharged, and must be rechargeable by the operator (through CO2 gas refill or electrical recharging).
3.1.7. Must have MIL-STD-1913-compliant accessory rails along the full length of all four primary surfaces of the handguard (top, bottom, left, right).
3.1.8. Must have a collapsible buttstock with a minimum of 4 positions.
3.1.9. If the simulated rifles contain ITAR restricted components, the Contractor must obtain all necessary permits from the U.S. Department of State for the legal export of the rifles to Canada.
3.2. Simulated Riflescope
Each simulated riflescope must have the following specifications:
3.2.1. Must contain a digital microdisplay in place of the optical lenses found in a traditional riflescope, allowing it to display imagery from the video output channel of a Microsoft Windows PC at a resolution of no less than 800x600 pixels.
3.2.2. Must accept digital video signals via Digital Visual Interface, HDMI, or DisplayPort interfaces.
3.2.3. Must have a MIL-STD-1913-compliant rail-mounting mechanism with which it can be attached to the simulated rifle.
3.2.4. Must have eye-relief and other optical characteristics that will allow for easy use close to the eye, similar to traditional optical riflescopes, when mounted on the railed section of the upper receiver of the simulated rifle. For example, the Elcan C79 optical riflescope has an exit pupil diameter of 8.5mm at a nominal eye relief of 70mm.
3.2.5. The overall length or bulk of the simulated riflescope must not interfere with the normal operation of the simulated rifle nor force the operator to unduly alter their cheeking or sighting position on the stock of the simulated rifle, compared to positions that would be adopted with in-service weapons and sights (example: C7 with Elcan C79, or M4 with Advanced Combat Optical Gunsight). The length of the simulated riflescope must not interfere with the use of the forward accessory rails on the simulated rifle.
3.2.6. Must be built with durability to withstand the normal operation of the simulated rifles (including their recoil force) when they are used in conjunction.
3.2.7. If the simulated riflescopes contain ITAR-restricted components, the Contractor must obtain all necessary permits from the U.S. Department of State for the legal export of the riflescopes to Canada.
3.3. Computer Interface
The Computer software and computer interfaces for each of the simulated rifles and riflescopes must have the following specifications:
3.3.1. Must be compatible with Microsoft Windows 7 and Bohemia Interactive Simulation’s Virtual Battlespace (VBS) 2 or VBS3.
3.3.2. Must transmit trigger pulls on the simulated rifles to a Windows PC host so that VBS simulation software running on it can interpret them as weapon-fire events.
3.3.3. Either wired or wireless hardware interfaces are acceptable, but they must not have transmission latency worse than those of standard keyboard or mouse signals. For example, USB keyboards typically have keystroke latencies of 30ms or less.
3.3.4. Must allow each simulated rifle to operate independently on separate PC hosts (i.e. they must be supplied in sufficient quantity to support the full number of supplied rifles simultaneously).
3.3.5. If the Computer Interfaces requires configuration or integration by the operator, the Contractor must provide documentation for these processes in English.
3.4. Recoil Charging Equipment
Must provide a set of roil charging equipment for the each of the simulated rifles with the following specifications:
3.4.1. Must enable the simulated rifle’s recoil function to continue to operate for at least 30 consecutive trigger pulls with each recharge.
3.4.2. Must include all proprietary fittings, adapters, or other hardware necessary for the recharging of the simulated rifles. Standardized and commonly available consumables (example: batteries, CO2 cylinders) are not required.
