INDUSTRY ENGAGEMENT PROCESS

In order to ensure a successful transition from the current
process that the Government of Canada has in place for military
pilot training following the expiration of the NATO Flying
Training In Canada (NFTC) and Contracted Flying Training and
Support (CFTS) contracts, Industry shall be consulted in an
engagement process as one of the first steps in determining how
the Royal Canadian Air Force (RCAF) will deliver this training
in the future.

The engagement process will include the Future Pilot Training
(FPT) "Industry Day Engagement Session" followed by "One-on-one
Industry meetings" and "Working Group Sessions" at a later time.

The FPT Industry Day Engagement Session is scheduled for 4
February 2014 from 0900 hrs to 1200 hrs at the RCAF Officers'
Mess, Control Tower and Annex rooms, 158 Gloucester Street,
Ottawa, Ontario, Canada.

Those companies requesting one-on-one meetings must advise their
interest via email to: F••••••••@••••••.••.ca by 1400 hrs
Eastern Standard Time 8 January 2014. On 9 January 2014 a
meeting schedule will be set up via a random draw of names from
those submitted and participants will be advised of the timing
for their one-on-one meeting.

One-on-one meetings will be scheduled for the afternoon of 4
February 2014 at the same location and 5 - 6 February 2014 (if
required) at 1 Nicholas Street, 4th Floor Boardroom, Ottawa,
Ontario, Canada.

Working Group Sessions are anticipated to be scheduled from
March until May 2014 if required.

Industry is requested to provide comments and recommendations to
the Public Works Government Services Canada (PWGSC)
Representative on the draft Industry Engagement Process Rules of
Engagement which includes a Dispute Resolution Process (file
available below under Solicitation Documents) by 28 January
2014. The draft Industry Engagement Process Rules of Engagement
will be discussed and finalized at the Engagement Session.

To participate in Industry Day Engagement Session, Working Group
Sessions, one-on-one meetings, and review of the final draft
Request for Proposal (RFP), Industry must sign and agree to the
Industry Engagement Process Rules of Engagement.

Also, in order to facilitate the one-on-one meetings, Industry
is encouraged to provide written comments and recommendations on
the proposed topics for discussion as well as any additional
topics Industry may wish to discuss.

All Industry consultation will be documented and this
information is subject to the Access to Information Act. Canada
shall not reveal any designated proprietary information to third
parties.

Industry Day Engagement Session:
The purpose of the Industry Day Engagement Session is to provide
Industry and other interested parties ("Participants") with
general information on the FTP project, the engagement process,
finalize the draft Industry Engagement Process Rules of
Engagement and obtain Industry comments on the engagement
process timeline.

One-on-one Industry Meetings:
Following sign-off by Industry of the Rules of Engagement,
Canada will meet with Industry Participants individually to
listen to their concerns, recommendations and solutions. Canada
will analyze and summarize Industry input, identify topics that
need to be discussed at Working Group Sessions and revise
solicitation document(s), if applicable.

Working Group Sessions:
The objective of the Working Group Sessions is to resolve
Industry issues and secure an open competitive process to
replace the current pilot training system. Industry will be
invited to Working Group Sessions comprised of representatives
from Industry, DND, Industry Canada (IC) and PWGSC to discuss
specific issues, potential solutions and revised solicitation
document(s), if applicable. Canada will finalize the
solicitation document(s) following these meetings.

Following the Working Group Sessions, Canada will document all
Industry issues, positions and action. A draft RFP will only be
made available to all participants who have signed and complied
with the Rules of Engagement for a final review before the
official RFP is published on Government Electronic Tendering
Service (GETS).

Third Party Consultation:
Third parties such as Industry Associations will be consulted on
an as and when required basis to discuss Industry issues and
recommendations on Industry standard practices.
