Nature of Requirements:
Public Works and Government Services Canada (PWGSC) is inviting
engineering firms with structural engineering expertise to
submit proposals for Standing Offers. This procurement will
follow a one phase submission process.
The selected consultants shall provide a range of engineering
services including, but not limited to, investigation and
recommendation reports, professional advice on structural
engineering methodology, as well as design and construction
services for projects involving buildings, bridges or dams under
the responsibility of the National Capital Area (NCA) Region.
Projects may include the renovation, rehabilitation (including
assessment and enhancement of seismic resistance and blast
resistance) and new construction of the following type of real
property assets and installations:
office buildings;
special purpose buildings (e.g. laboratories, museums,
agricultural buildings, etc.);
warehouses and storage structures;
parking structures;
bridges;
dams;
marine structures.
emergency evaluations of damaged structures
On occasion, the Consultant may be required to do quality
assurance reviews of the work of other Consultants.
Similar work, as described above, may be required on overseas
projects (e.g. structural evaluation of an embassy building
abroad.
Proponents shall be licensed or eligible to be licensed to
practise in the provinces of Ontario and Québec. If a proponent
is licensed to practise in only one of the two provinces, then
that proponent must be eligible and willing to be licensed in
the province in which they are not licensed. Firms should be
able to demonstrate successful delivery of these services for a
broad variety of projects over the last ten (10) years. In
general, the firm and its personnel will be evaluated on the
basis of their demonstrated understanding of the scope of
services, their approach and methodology to providing those
services, the quality of their relevant experience in this area,
as well as the cost of the provision of the services.
It is PWGSC's intention to authorize up to five (5) Standing
Offers, each for a period of three (3) years plus one (1) option
year from the date of issuing the Standing Offers. The total
dollar value of all Standing Offers is estimated to be
$10,000,000 (HST/GST Included). Individual call-ups will vary,
up to a maximum of $1,000,000 (HST/GST included). Proponents
should note that there is no guarantee that the full or any
amount of the Standing Offers will be called-up. PWGSC will
award call-ups only when the specific services to be provided
under the Standing Offer are needed. Please refer to Section
SP5, CALL-UP PROCEDURE.
SECURITY REQUIREMENTS
Proponents are hereby informed that there is a strong
possibility that some call-ups against the Standing Offers might
require that the consultants and their personnel possesses a
Facility Security Clearance (FSC) at the SECRET level issued by
the Canadian Industrial Security Directorate (CISD) of Public
Works and Government Services Canada (PWGSC).
Should the successful proponents not have the level of security
indicated above, PWGSC shall sponsor the successful proponents
so CISD can initiate procedures for security clearance. CISD,
by letter, shall forward documentation to the successful
proponents for completion.
Proponents desiring such sponsorship should so indicate in their
covering letter with their proposal.
Successful proponent(s) issued a standing offer as a result of
this RFSO, not possessing the required security clearance at
time of call up, will be bypassed and PWGSC will proceed to the
next consultant who possesses the required security clearance
and it is furthest away from the ideal business distribution.
