Health Canada requires a lease for 103 fully functional Hospital
Grade Glucometer Units that would include, but not limited to,
glucose meters, battery pack, base unit, power supply, linearity
kits, test strips, control solutions and all other necessary
supplies that are required to make the units functional, as well
as training and maintenance.
The Contractor will be responsible for delivering the units to
one (1) central location in Sioux Lookout, Ontario on or before
two (2) weeks after date of contract award.
Health Canada must be able to return any equipment and/or
accessories to the Contractor, at no cost, at the end of the
contract. Health Canada will also have the option to purchase
additional test strips and control solution (high sugar and low
sugar vials) throughout the contract, as and when requested.
A contract will be awarded to one Contractor.
The contract period will be for 1 year from the date of contract
with an irrevocable option to extend the contract period for up
to 2 additional 1 year periods.
The bidder must demonstrate that they meet every mandatory
evaluation criteria in their bid by submitting supporting
documentation. Failure to provide supporting documentation by
bid closing date will result in the bid being deemed
non-responsive.
Some of the mandatory evaluation criteria are listed below.
Please refer to the RFP, Annex C - Bid Evaluation Criteria for
the complete list of mandatory evaluation criteria.
1. Glucometer
1.1 The glucometer and strips must be Hospital Grade quality.
1.2 The glucometer must have a feature that can be
pre-programmed to lock out the unit if quality assurance (QA)
checks are not completed daily and can be unlocked by
performance of QA check.
1.3 The glucometer must be able to be cleaned with Accel TB
wipes (0.5% hydrogen peroxide) and alcohol swabs (isopropyl
alcohol 70%).
1.4 The glucometer must be equipped with a rechargeable battery
pack(s) or AA or AAA batteries.
2. Glucometer Strips
2.1 The strips must have the capability of being kept at room
temperatures (greater than or equal to 80C to less than or equal
to 360C) and not require refrigeration.
2.2 The strips, in bulk containers, must have a minimum of six
(6) months open vial stability.
3 Trouble shooting and Training
3.1 Must provide one user manual with every glucometer unit that
is delivered. (hard copy; in English)
3.2 Must provide one user manual to Health Canada.

3.3 Must provide technical support and trouble shooting by phone
5 days a week from Monday to Friday, 8 AM to 5 PM excluding
statutory holidays.
A bid must comply with the requirements of the bid solicitation
and meet all mandatory technical
evaluation criteria to be declared responsive. The responsive
bid with the lowest evaluated price will be
recommended for a contract award.
The Bidder must submit pricing in accordance with Annex B -
Basis of Payment, in Canadian Funds.

The Crown retains the right to negotiate with suppliers on any
procurement.
