TITLE: ACCOMMODATION FOR THE QUEBEC CITY INTERNATIONAL FESTIVAL
OF MILITARY BANDS 2012 EDITION
OBJECTIVE:
Provide hotel services and breakfasts during the stay of bands
participating in the FIMMQ.
BACKGROUD:
The Quebec City International Festival of Military Bands (FIMMQ)
is a non-profit cultural event whose mission is to help people
discover and appreciate Canadian and foreign military music.
Since the festival's beginnings, LFQA/JTF (East) (Department of
National Defence) has been associated as a special contributor
by providing considerable support for the event. For the 2012
edition, LFQA/JTF (East) has committed to providing
accommodation for the participating bands.
The services are required during the period of August 19st 2012
to August 27th, 2012, inclusive. For planning purposes, close to
40 participants are expected in groups for stays during the
aforementioned period.
Breakfast must be served on the premises or nearby (10 minutes
walking distance) every morning from 06:00 hrs to 07:30 hours so
as to optimize the participants' schedule. A quick and
high-quality food service is required.
Laundry services, including washers and dryers or a cleaning
service, on weekdays. An iron and ironing board must be
available to participants.
Bidders must provide a secure (locked and/or supervised)
location large enough for storing the luggage of all
participants, including large musical instruments, during the
last day of each stay.
The hotels that the bidders propose must have a drop-off area
for buses that is close to the accommodation facilities , for a
duration of 90 minutes (a maximum of 10 minutes walking distance
from the hotel's main entrance or a secondary entrance).
It is preferable that the bidder have a limited number of
parking spaces for private motor vehicles. Participants wishing
to use such a service will pay on site for this service if
applicable.
Each proposed accommodation location must be located within 20
minutes travel time (by car) of the main event location. To
gauge the travel time between the accommodation location(s) and
the main event location, Canada will use the Web site
www.mapquest.com. The bidder must provide the complete address
of the accommodation location (not the administrative address).

The hotel proposed by the bidders must show that it has a 3-star
rating (or greater) from the Corporation de l'Industrie
touristique du Québec. In order to verify the compliance of the
bid with this technical requirement, the bidders must provide a
copy of the classification results they received from the
Corporation de l'Industrie touristique du Québec or Tourisme
Québec.
PERIOD OF CONTRACT:
The period of the Contract is from date of Contract to August
27tht, 2012, inclusive.
PERIOD OF WORK:
The Work is to be performed during the period of August 19st,
2012, to August 27th, 2012, inclusive.
BASIS OF SELECTION:
The bidder who has submitted a responsive bid that meets all the
evaluation criteria with the lowest evaluated price will be
recommended for the award of the first contract.. That Bidder
will be assigned the highest possible number of participants
without, however, groups of participants being split up.
If that Bidder cannot accommodate all the participants, a second
contract will be awarded to the Bidder that submitted the bid
with the second lowest price. Contracts will be awarded in this
manner to several Bidders until one of the following two
situations occurs:
1. All the participants are assigned to Bidders.
