The Contractor will provide to the Canadian Nuclear Safety Commission (CNSC) a bilingual web-based Applicant Tracking System (ATS) and career site hosting which will:
a) Ensure effective workflow by using one integrated system for every step of the recruitment process;
b) Ensure efficient posting and management of internal and external job ads;
c) Ensure efficient collection, screening and management of applications;
d) Access information quickly and report on recruitment metrics;
e) Track Employment Equity data as per Canadian Employment Equity Act;
f) Ensure ability to manage relationships with applicants (including correspondence);
g) Reduce administrative efforts by having an automated and centralized Applicant Tracking System that reduces the data entry function; and
h) Reduce time to hire by having an automated and centralized Applicant Tracking System that alleviates the date entry function such as sending electronic résumés to hiring managers.
The data flow for the proposed system is as follows:
1. Human Resources (HR) enters job information into the web base ATS for viewing by applicants;
2. Applicants enter personal information on-line (i.e. apply for job);
3. ATS sends an automatic acknowledgment e-mail to applicants;
4. HR will perform a preliminary search and/or screening of job applications received. Résumés are kept on the Service Provider server;
5. Manager reviews and approves applicants for interviews. Managers can be given access to the résumés, within their own job requisition, or they can be e-mailed electronically from the HR Advisor to the hiring manager;
6. HR updates the applicant records in the ATS;
7. Interviews are set and potential candidates are contacted;
8. Interviews completed – Manager decides on successful candidate for job;
9. Results are sent to candidates via e-mail;
10. HR updates ATS, Job is closed in ATS; and
11. Candidates move to talent pool (electronic file in the ATS server).
