1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
2. Definition of requirement
Public Works and Government Services Canada on behalf of
Environment Canada - Cloud Physics and Severe Weather Section
has a requirement for the supply and delivery of one (1) High
Volume Precipitation Spectrometer (HVPS) system as specified
under "background" below. The purpose of this Advance Contract
Award Notice (ACAN) is to signal the government's intention to
award a contract for these services to Stratton Park Engineering
Co. (SPEC) Inc, Boulder, Colorado. USA. Before awarding a
contract, however, the government would like to provide other
suppliers with the opportunity to demonstrate that they are
capable of satisfying the requirements set out in this Notice,
by submitting a statement of capabilities during the 15 calendar
day posting period. If no supplier submits a statement of
capabilities that meets the requirements set out in the ACAN, on
or before the closing date stated in the ACAN, the contracting
officer may then proceed with the award to the pre-identified
supplier.
Background
The SPEC HVPS-3 unit is a relatively new technology that is the
only known High Volume Precipitation Spectrometer system
solution able to provide pixel resolution of 150 mm or larger
and a sample area of the prove that is 31cm2 or larger resulting
in a more effective and efficient process of detection and data
collection. This procurement is to replace the HVPS unit that is
no longer operational. It is necessary to retain high quality
airborne instrumentation for measurements of cloud particles and
precipitation. In the frame EC participation of the ongoing High
Ice Water Content (HIWC) project, and other ongoing
collaborative studies, EC requires an HVPS with the highest rate
of sampling area and pixel resolution ability. Using airborne
particle probes with reduced ability would result in significant
errors in precipitation measurements or collection of data that
would otherwise go undetected.
The contractor will provide and complete all aspects of delivery
by March 31, 2015, including delivery, transport, set-up and
installation.
3. Criteria for assessment of the Statement of Capabilities
Minimum Essential Requirements
Any interested supplier must demonstrate by way of statement of
capabilities that it meets the following requirements:
(a) Image pixel resolution must be 150 mm or larger.
(b) The sample area of the prove must be 31cm2 or larger.
(c) The sensor head must fit into a standard PMS airborne
canister and be interchangeable with other PMS probes.
(d) Power requirements
