1. Purpose - The purpose of this Request for Information (RFI) is to inform industry that the Department of National Defence (DND) intends to post a Request for Proposal (RFP) for Chemical, Biological, Radiological, Nuclear (CBRN) protective material for the purpose of sewing CBRN coveralls to replenish the stock of in-service coveralls. In preparation for the RFP, this RFI seeks to obtain feedback from industry on responses to specific DND questions posed herein. Interested vendors are requested to: provide feedback to the questions posed in section 2; provide information on their products’ performance and design characteristics; provide information on manufacturing capability and capacity; and provide indicative prices for their products.
2 Nature of Request for Information - This Request for Information (RFI) is not a bid solicitation. This RFI will not immediately result in the award of a contract; therefore, potential bidders of goods or services described in this RFI should not earmark stock or facilities, nor allocate resources, as a result of information contained in this RFI. Nor will this RFI result in the creation of any source list; therefore, whether or not any potential bidder responds to this RFI will not preclude that bidder from participating in any future procurement. Also, the procurement of any of the goods and services described in this RFI will not necessarily follow this RFI. This RFI is simply intended to solicit information from industry with respect to the contents of this RFI.
3 Background - The Canadian Armed Forces currently utilises the Horizon 1 Chemical Warfare Coverall to protect its personnel against Chemical, Biological, Radiological and Nuclear (CBRN) threats. The garment is constructed from a dual-layer fabric with a liquid repellent outer layer and a chemical adsorbing inner layer. The outer layer is a Nylon/Cotton woven fabric which repels liquids to resist agents from passing through the fabric. The inner layer is a composite laminated or bonded material containing activated carbon that adsorbs any agents that manage to pass through the outer layer minimizing contact with the skin. The two layers are held together only by the necessary sewn seams in the garment. The coveralls are produced in camouflage patterns proprietary to Canada. The intent of this RFI is to inform industry that the Department of National Defence (DND) intends to establish a contract with a Contractor to supply both the inner and outer layers with the same level of performance as the existing system. Canada will then use this material to produce Horizon 1 coveralls. The contract would be for a firm initial buy to purchase enough of both layers to produce 20,000 coveralls over five years with options to purchase more material to make up to 40,000 additional coveralls. It takes approximately 5 m of the inner layer and 5 m of the outer layer to produce one coverall.
