Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The project is the construction of a multi-purpose facility located in Kingston Ontario. The facility includes functions such as: office space, maintenance bays area, wash bay, training classrooms and storage areas. The facility will be constructed to meet LEED Silver standard and will be approximately 10,000m2 gross floor area.
Description of the Services
A General Contractor is required to construct the facility from a complete set of drawings and specifications. The scope of construction includes all site-works, building construction, commissioning and testing required for Owner beneficial occupancy. Estimated value of the project is $32,000,000.00. The tender is expected to be advertised in the spring of 2015, using a stipulated sum/low bid format.
Security Requirements
For this contract, General Contractors and Mechanical, Electrical and Communications sub-trades will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET with approved DOCUMENT SAFEGUARDING at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Personnel from all other sub-trades will be required to hold a valid RELIABILITY CLEARANCE, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can get sponsored through the Industrial Security Program (ISP).
