4. Applicability of the trade agreement(s) to the procurement

This procurement is subject to the following trade agreements:

Agreement on Internal Trade (AIT)
North American Free Trade Agreement (NAFTA)

5. Justification for the Pre-Identified Supplier

L'institut des communications graphiques du Quebec (ICGQ) is a
world-class integrated centre of innovation and expertise that
proactively supports the technological and commercial
development of the graphic communications industry. Its
objectives are to meet the needs of Canadian printing industry
undergoing great change in a globalizing economy.

The National Research Council of Canada recently launched a
flagship program on printable electronics. By working
together with a dozen of Canadian industrial partners in
materials synthesis, printing industry, and end-applications,
the Printable Electronic Flagship Program is set to deliver
industrial solutions to produce low cost printed electronics,
such as printed solar cells, logics and RFID inlays.

ICG joined NRC's Printable Flagship Program as an industrial
consortium member specialized in ink formulation and
printing/coating technologies. ICGQ purchased a
semi-automatic screen printer (X1-SL from ASYS group). In the
NRC's consortium based flagship program, ICGQ will work
together with NRC to develop screen printing processes for
antennas, conductive tracks and other devices at both sites.
In order to make the thin film and device fabrication processes
developed at NRC compatible with ICQG and transferable to
common industrial partners/clients, commonality between both
groups is critical in order for results to remain comparable and
directly transferable.

ASYS Group Americas Inc. is the sole supplier capable of
providing the semi-automatic screen printer (X1-SL) as
identified in the "Minimum Essential Requirements" listed above.
This will ensure that ICGQ can develop printing process on a
common technology platform. The system has state of the art
alignment accuracy of 10um for screen printing and a variety of
unique features that meet the R&D needs at ICQG.
