1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

Indoor Firing Range Rental – Pacific Region Conservation and Protection (C&P)
3. Definition of Requirements
The Department of Fisheries and Oceans Canada (DFO) has a requirement for the services a suitable indoor firing range facility to support firearms training, qualification, and operational readiness activities for Fisheries and Oceans Canada (DFO) Pacific Region Conservation and Protection (C&P) personnel.
DFO requests the Abbotsford Fish and Game Club to provide access to an indoor firing range facility suitable for law enforcement training purposes.
The Facility must support simultaneous use by multiple Officers and accommodate standard firearms training activities.
The Contractor must, but not limited, to the following:
A) Facility Access
- Provide scheduled access to the indoor firing range for C&P personnel;
- Ensure the Facility is available for bookings as coordinated with the Technical Authority;
- Provide safe entry and exit procedures for all authorized personnel.
B) Range Operations
- Maintain the Facility in safe, clean, and operational condition;
- Ensure all shooting lanes, target systems, and safety equipment are functional during scheduled use;
- Provide range safety controls consistent with recognized safety standards.
C) Environmental Systems
- Operate and maintain an air filtration and ventilation system designed to move airflow from the firing line toward the target area;
- Ensure that smoke, gases, and particulate matter from firearms discharge are effectively removed from the shooting area to maintain safe air quality.
If other potential suppliers submit a statement of capabilities during the 15 calendar days posting period that meet the requirements set out in the ACAN, DFO/CCG will proceed to a full-tendering process on whether the government's electronic tendering service or through traditional means, in order to award the Contract.
If no other supplier submits on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a Contract will be awarded to the pre-selected supplier.
4. Criteria for Assessment of the Statement of Capabilities (minimum essential requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
- Operate a legally compliant indoor firing range facility;
- Demonstrate experience in providing range services for law enforcement, military, or equivalent clients
- Maintain appropriate insurance and certifications required for operation of an indoor firearms range;
- Ensure staff are trained in range safety and emergency procedures.
a) Shooting Lanes
Minimum lane length of 25 meters;
Minimum of 10 shooting lanes;
Ability to accommodate up to 10 concurrent shooters.
b) Firearms Compatibility
The range must be rated and approved for:
9mm pistol ammunition (full metal jacket and hollow point);
12-gauge shotgun slug ammunition.
c) Environmental Controls
Air filtration and ventilation system must:
Direct airflow toward the target end;
Rapidly clear smoke and discharge from the firing area;
Maintain air quality appropriate for prolonged indoor shooting activities.
d) Lighting Conditions
The Facility must provide adjustable lighting conditions, including low-light shooting capability.
e) Temperature Control
The Facility must be temperature controlled and capable of maintaining comfortable indoor conditions during cooler weather.
f) Amenities
The Facility must provide access to washroom facilities for all authorized users.

6. Security Requirements
This contract does not contain any security requirements.
7. Justification for the Pre-Identified Supplier
The pre-identified supplier is the only supplier that we are aware of who offers a product which meets all the Minimum Essential Requirements listed above.
8. Exception to the Government Contracts Regulations
The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) – “only one person is capable of performing the work.”
9. Contract Period
The Contract period will be from award to August 31, 2030 inclusive.
10. Estimated Cost
The estimated value of the Contract is 216,525.00 $ CAD (excluding applicable taxes).

12. Suppliers’ right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.
13. Closing Date
The closing date for a submission of a Statement of Capabilities is September 14, 2026 at 2:00 p.m. EDT.
