1. Definition of requirement: This Invitation to Qualify (ITQ) is neither a Request for Proposal (RFP) nor a solicitation of bids or tenders and is intended only to pre-qualify suppliers. Together this ITQ and the subsequent bid solicitation are the parts of the solicitation process. No contract will result from this ITQ. The objective of this prequalification phase is a security assessment. This process will lead into a formal request for proposal invitation for the respondent’s that qualify at this step of the initiative.
The requirements are clearly articulated in the attached ITQ doc & Statement of work.

Canada has invoked the National Security Exception in respect of this requirement and, as a result, none of the trade agreements apply to this requirement.
Comprehensive Land Claims Agreements (CLCAs) do not apply as all the goods and services shall be delivered in regions not covered by Land Claim Agreements.
