1. Summary
The BDM Program was created by Employment and Social Development Canada (ESDC) as a long-term program of change that will transform service delivery of Employment Insurance (EI), Canada Pension Plan (CPP) and Old Age Security (OAS). In addition, it will align with, and respond to, Government of Canada-wide priorities and plans.
This ITQ is the first stage of the BDM Procurement Process by Public Services and Procurement Canada (PSPC) on behalf of ESDC. This ITQ invites suppliers to submit Responses indicating their interest in becoming qualified during this ITQ and thereafter to participate in the follow on stages.
The purpose of this ITQ is for Canada to select a limited number of Suppliers, in each of the following two streams, to participate in the next stages of the BDM Procurement Process:
Stream 1 - System Integrators; and
Stream 2 - Core Technology Suppliers
It is anticipated that only suppliers who qualify as a result of this ITQ will be invited to participate in the next stages of the BDM Procurement Process for each stream. Canada reserves the right to create additional streams during later stages of the BDM Procurement Process.
2. National Security Exception (NSE) Notice
The national security exceptions have been invoked for the Benefits Delivery Modernization (BDM) Program. Therefore, this Invitation to Qualify (ITQ) and any subsequent procurement activities during the BDM Procurement Process, including but not limited to solicitations and resulting contracts, are excluded from all of the obligations of all the trade agreements.
3. Responses to this ITQ
Suppliers are invited to submit a Response to one or both streams for this ITQ. Canada will select up to four compliant Respondents who have attained the highest score under Stream 1 - System Integrators, and up to four compliant Respondents who have attained the highest score under Stream 2 - Core Technology Suppliers. Those selected Respondents will be deemed Qualified Suppliers.
This ITQ is neither a Request for Proposal (RFP) nor a solicitation of bids or tenders. Canada does not intend to create a contractual relationship, either expressed or implied, through this ITQ. Any contractual relationship(s) will be created following future stages of the BDM Procurement Process, if any.
All previous documentation, communications and discussions, whether oral or written, regarding the BDM Program are not binding on this ITQ.
4. Third Party Consultants
Canada has retained the services of PricewaterhouseCoopers LLP and DXC Technology (formerly ESIT Canada Enterprise Services) to assist in the preparation of this ITQ. The named suppliers are not eligible to respond to this ITQ and any future solicitations for the BDM Procurement Process.
In addition, Canada has engaged Samson & Associés as an independent fairness monitor. The fairness monitor may, at Canada’s request, participate as an observer in any of the activities detailed in this ITQ. Fairness monitoring provides independent assurance that the BDM Procurement Process is conducted in a fair, open and transparent manner.

To ensure the integrity of the procurement process all enquiries regarding this ITQ must only be directed to the Contracting Authority.
