An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.
Provisions in accordance with the Government Contracts Regulations - only one person or firm are capable of performing the contract.
The National Research Council wishes to award a preventive maintenance contract to JEOL Canada Inc.
JEOL is the original equipment manufacture of our JEM-2100F (TEM) TRANSMISSION ELECTRON MICROSCOPE and is the only company capable of maintaining our (TEM) for reasons of commonality/compatibility of parts and components, interchangeability of software and reverse data compatibility. Only the OEM “JEOL” has factory trained OEM engineers and technicians for the repair and maintenance of our JEOL 2100F Transmission Electron Microscope (TEM).

Contract duration is to commence upon April 1st 2014 and is to be completed March 31 2015.
Level of effort for this contract $85,000.
NRC reverses the right to negotiation with the supplier for future contracts valued to $500,000
NRC may renew the contract at NRC’s discretion for four subsequent one-year periods, subject to satisfactory performance of the contractor.
IP: There are no IP considerations for this contract.
Suppliers who consider themselves fully qualified and available to provide the services/goods described must provide evidence of the following. Failure to provide the necessary documentation will not be considered.
Must be a certified JEOL Authorized Maintenance Centre and has met the qualifications to perform maintenance, repair and overhaul on (TEM) Microscopes. Must produce a valid certificate from the OEM.
Must provide a list of employees that are certified by the OEM JEOL. Must include the technicians name, title, and certificate numbers
Must agree to the Government of Canada’s Standard terms and Conditions.
Must provide two references within the last three years. References must be from clients that have (TEM Microscopes). Must provide, name, phone number and email address.
Must have a minimum of 10 years’ experience working with JEOL (TEM Microscopes)
