The Department of Fisheries and Oceans Canada (DFO) operates and maintains a Canadian Coast Guard (CCG) Search and Rescue Station in Port Weller, Ontario (a tiny community that is part of the city of St. Catharines). The site is on the western breakwater constructed as part of the fourth Welland Canal between 1913 and 1932. The shoreline protection installed when the breakwater was constructed was effective for more than 60 years. However, since the year 2000, the rate of shoreline recession has steadily increased as a result of record high water levels in Lake Ontario. The continued shoreline erosion is putting various government-owned assets on the site at risk without intervention. To protect these assets, DFO requires a general contractor to undertake the construction of a new armour stone revetment wall to replace a 73 metre long section of eroded shoreline per the attached drawings and specifications.

The objective of the project is to construct a new double layer armour stone revetment wall on the west side of the CCG Search and Rescue Station property in Port Weller, Ontario. The new revetment wall is to be constructed in accordance with the attached drawings and specifications prepared by GHD. This shoreline protection will provide long term stability to the property and protect the Canadian Hydrographic Services water level gauge station and other vulnerable government-owned assets built on the site for at least an additional 50 years.
