Comprehensive Land Claim Agreement: No
Vendor Name and Address:

Room 340
Toronto Ontario
Canada
M5S3E6
Nature of Requirements:

Amendment 001 is raised to change section 8 and 9 of the ACAN document.

1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement

The Department of National Defence (DND) has a requirement for a partnership with an academic institution that has a fully developed innovation programme. The programme must be supported by both a MBA programme and selected individuals who specialize in the identification, development and commercialization of new technology.

3. Criteria for assessment of the Statement of Capabilities

Any interested supplier must demonstrate by way of a statement of capabilities that its innovation programme meets the following requirements:

a. must have had a programme in operation for a minimum of five (5) years;
b. must demonstrate they have a viable business model and provide the documentation for the programme;
c. must demonstrate through data that the programme has had success;
d. must be national in scope;
e. must be associated with no less than five business schools that offer MBA’s from across the country;
f. must have an international component;
g. must have subject matter specialization in artificial intelligence, machine learning, quantum, big data, energy and green technology;
h. must have standardized branding and programme management;
i. must have a formalized schedule and quarterly formal sessions;
j. administration of the programme must be completely managed by the institution;
k. principle objectives of the programme must be the mentorship of potential candidates by highly qualified subject matter experts and successful entrepreneurs;
l. must have no less than 800 applicants a year;
m. must be able to provide access to all applicant files; and
n. must be able to deliver metrics for success.

The statement of capabilities should include documentation, such as programme documentation or any other publications, to support compliance of the proposed innovation programme to the requirements. The supplier should specify the exact section or sections in the documentation that demonstrate a requirement is met. When the information is not available in the documentation, the supplier should explain how the requirement is met. Simply repeating the statements contained in the list above is not sufficient.

Each requirement should be addressed separately.
