Title: Door Control System Replacement Request for Proposal
Location:Pacific Institution Regional Treatment Centre, Matsqui
Complex, Abbotsford, B.C.
Work Description:
1. Pacific Institution/Regional Treatment Centre (PI/RTC) is a
correctional institution including medium and maximum security
levels, operated by Correctional Service Canada. PI/RTC is
located in Abbotsford on the Matsqui Complex, about 60
kilometers east of Vancouver. The Institution opened in 1972 as
the Regional Psychiatric Centre. After significant renovations
and additions, it reopened as PI/RTC in April 2003.
2. The facility has a number of existing Living Unit door
control systems (DCS) that require replacement due to age and
configuration. The present system uses modified SimplexGrinnell
fire alarm panels for each living unit. The fire alarm panel
configuration presents many challenges with the maintenance of
the systems, software licenses and the proprietary nature of the
technology. The DCS in each inmate living unit is a stand-alone
system; the new systems will retain the same stand-alone
configuration.
3. The services required include:
Detailed investigation, review and understanding of the entire
existing door control systems;
Design, supply and installation of new, generic, non-proprietary
Programmable Logic Controller (PLC) based door control systems
to replace the existing fire alarm panel based systems in inmate
living units;
To provide operational training for the correctional staff and
in-depth maintenance training for the electronic maintenance
technicians;
To provide one year of full warranty support of the DCS.
