Nature of Requirements:
Rigid Hull Inflatable Jet Boat (Search & Rescue Boat)

1. Purpose of an Advance Contract Notice (ACAN)

An Advance Contract Award Notice (ACAN) allows department and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a goods, service or construction contract to a
pre-identified supplier. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting officer will proceed to a full
tendering process.

2. Definition of requirements and sole source justification

Parks Canada requires a new Search and Rescue boat that will
perform in both shallow and fast running mountain rivers.
The rigid hull inflatable was chosen as the best option for a
rescue platform as it can be fully submerged in water and still
retain floatation and it is resilient and durable for rescue
operations. A rigid hull can plane in shallow moving water on a
river and allow quick access for rescuers to an emergency. The
rigid hull inflatable has proven itself as the boat of choice
for Marine National Parks and as a Coast Guard Response craft.
When searching for a replacement boat of this type, it was
determined that there is only one manufacturer in North America
that is fabricating low draft aluminium hulls designed for river
use and outboard jets combined with an inflatable collar. Other
comparable manufactures make a V RIB shape hull, however this
cannot be used in the shallow conditions found in the mountain
rivers. Parks Canada requires a flat-bottomed boat. Other
requirements are listed below.

Requirements
A. Boat Dimensions
Internal clear width (distance between tubes) from 106.7 to
121.9 cm.
Hull must have a flat bottom and a thickness from 4.8mm to 6.4mm
of welded marine alloy.
Tube set diameter of at least 49.5cm.

B. Technical Requirements
Seat: Pod type, bolted down.
Pilot Console with battery access hatch, mechanical steering
system, full perimeter grab bar, and windshield.
Bow fuel tank (removable with an approximate 90L capacity).
Heavy duty 5.1cm lifeline 'D' rings throughout boat.
At least 2 towing/tie-down 'IT bolts'.
Electrical specs: battery and master switch, cable extensions
from motor, 12 volt accessory plug-in, 6 point illuminated
switch panel with fuses.
Engine specs: 4 stroke jet providing at least 80hp at the pump.
Raised deck (as preferred by divers).
Zinc anode must be included.
Bow/mooring tow post.

C. Other Requirements
Construction material and assembly methods are to International
Rescue Boat Standards.
Boat must include a bunk type trailer fitted to the boat hull
for boat transportation. The trailer should be a single axel,
with stainless steel surge disk brakes, load guides, submersible
lights and bearings, a tongue jack, spare tire on mount, and
33cm radial tires.
Must include initial engine run up by technician and sea trials
Boat Lettering to read 'Parks Rescue 6' onto each side of boat
Repair kit
Boat should have protective reinforcements such as extra
fendering on the sides, cone end protection, underside tube
overlays for beaching, nylon reinforcements (bumper plates) at
bow and tube top reinforcements.
