Nature of Requirements:
DND has a requirement for eight (8) high performance Rigid Hull
Inflatable Boats (RHIBs) with trailers that support both the
utility needs of the Royal Canadian Navy (RCN) as well as
providing a capability in support of advanced boarding
operations. The SO RHIBs are to be based upon a proven (tested)
design that is in current production.
The boats and trailers are to be delivered to Canadian Forces
Base Esquimalt, British Columbia and to Canadian Forces Base
Halifax, Nova Scotia.
Delivery of the first Two (2) RHIBs and trailers shall be on or
before 1 October 2012. The
remaining six (6) RHIBS and trailers shall be delivered within
six (6) months of the Acceptance
of the first two (2) RHIBs and trailers.
There will be an option for up to an additional two (2) Rigid
Hull Inflatable Boats
WithTrailers. The option(s) may be exercised at any time and
from time to time up to eighteen
months from contract award. The option proposed shall be in
accordance with the terms and
conditions of the RFP.
The proposed vessel shall be designed and built to the latest
Transport Canada Marine Safety Branch (TCMSB) TP 1332E
Construction Standards for Small Vessels
The patrol vessel and equipment must meet the following
requirements:(+/- 5%):
(a) Overall length: no more than 7.25 m (23.8 ft);
(b) Overall width (Beam) of inflated hull: no more than 2.75 m
(9.0 ft);
(c) Inner length of inflated hull: at least 5.2 m (17.0 ft);
(d) Inner width of inflated hull: at least 1.5 m (5 ft);
(e) Inner depth of inflated hull (top of tube to deck): at least
0.55 m (22 in); and
(f) Draft (outdrive tilted up): no more than 0.55 m (22 in).
(g) The SO RHIB shall have a weight at Heavy Operational Load,
less the two operators
(Coxswain and Navigator), of no more than 2136 kg (4700 lbs).
The bidder shall demonstrate that the company has the
facilities, management, technical expertise (i.e. Hull,
Machinery, Electrical, Electronic and Outfitting) and the
resources to construct a vessel that meets the quality and
requirements as specified. Bidders shall also provide documented
evidence of the company's capability to construct a vessel of
the size and type specified in this Statement of Requirement
(SOR).
The Bidder shall provide objective evidence that it has a proven
capability in the construction of vessels of the size, type and
complexity which is the subject to this RFP, by providing a
detailed list of such boats built within the last five (5) years.
The Bidder shall provide objective evidence that it has a
Quality Assurance Program, which shall be in place during the
performance of the Work, and which addresses defined quality
control elements.
Prior to the award of any Contract, the Bidder being recommended
for Contract award will be required to demonstrate to Canada
that it either has a valid labour agreement with its labour
unions, or has other suitable documentation acceptable to the
Canada, in effect for the duration of the Contract.
