Requirement
Public Works and Government Services Canada (PWGSC) has a
requirement for a qualified Turnkey (Design-Build) Bidders to
deliver New Generic Support Buildings at Bath, Beaver Creek,
Fenbrook, Joyceville, Millhaven and Warkworth Institutions, in
Ontario Region.
The objective of this RFP is to retain an individual Contractor
or Joint Venture to provide the complete design-build (turnkey)
work for 9 buildings at six sites, at Bath, Beaver Creek,
Fenbrook, Joyceville, Millhaven and Warkworth Institutions.
Utilizing a turnkey service delivery methodology, a full range
of professional consultant and contractor services will be
required during both the design and construction phases of the
project. The work consists of but is not limited to the design
and construction of the four buildings, including site work and
service connections. The Project requires design and execution
for multiple disciplines carefully coordinated with on-going
Institutional operations.
This is a single phase selection process.
Utilizing a design-build service delivery methodology, a full
range of professional consultant and contractor services will be
required during both the design and construction phases of the
project. The team shall have all the licensing required to
practice in Ontario.
Within the RFP Document, the Crown sets out the project
requirements, i.e., the particulars of the project itself and
the broad scope of services required from the proponent.
Delivery Date: The work must be completed by March 01, 2013.

BIDDERS' CONFERENCE/ MANDATORY SITE VISIT
a) Bidders' Conference
There will be a bidders' conference held at 86 Clarence Street,
1st floor,
Kingston, Ontario on 1 August, 2012. The conference will begin
at 11:00 AM, on the first floor. The scope of the requirement
outlined in the bid solicitation will be reviewed during the
conference and questions will be answered. It is recommended
that bidders who intend to submit a bid attend or send a
representative.
Bidders are requested to communicate with the Contracting
Authority before the conference to confirm attendance. Bidders
should provide, in writing, to the Contracting Authority, the
names of the person(s) who will be attending and a list of
issues they wish to table at least 3 working days before the
scheduled conference.
Any clarifications or changes to the bid solicitation resulting
from the bidders' conference will be included as an amendment to
the bid solicitation. Bidders who do not attend will not be
precluded from submitting a bid.
b) Mandatory Site Visit
There will be a mandatory site visit on August 01, 2012
immediately following the Bidder's Conference. Interested
bidders are to meet at Public Works and Government Services
Canada, 86 Clarence Street, 1st floor, Kingston, Ontario.
The site visit for this project is MANDATORY. The
representative of the bidder will be required to sign the Site
Visit Attendance Sheet at the site visit. Bids submitted by
Bidders who have not signed the attendance sheet will not be
accepted.
It is mandatory that the bidder attend the mandatory site
visit at the designated date and time to examine the scope of
the work required and the existing conditions.

Note: Due to limited space, each design-build proponent is
limited to no more than 2 persons. Due to security
considerations, persons with criminal records may be denied
access to the Institution.
This procurement contains mandatory requirements; failure to
comply will result in rejection of the proposal.

paper version. Tenderers should note that Attachment 1 (ATT 1)
