Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing othe rusppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requiremetns set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
Definition of the requirement
The Department of Fisheries & Oceans Canada requires numerical
modeling software to support their research programs in the
development of hydrodynamic and ecosystem models. The
aquaculture research program intends to use the software for the
purposes of developing an aquatic ecosystem model to study the
impacts to lakes from fish farming.
Criteria for assessment of the Statement of Capabilities
(Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement
of capabilities that its product meets the following
requirements:
General Requirements of software:
Hydrodynamic with sediment transport and spectral wave model
linked with Water Quality and biological model.
Software based on pre-compiled executables so that no source
code compilation is required.
Windows based with pre and post processing capabilities built in.
Proven use of software for prediction of aquaculture waste
transport and effects on water quality. For example,
Model zones and areas of deposition from the fish cages
Prediction of algae blooms and impact on fish farm operation
Specific technical features required:
Hydrodynamics module
Three Dimensional Hydrodynamic model.
Unstructured flexible mesh with triangular and quadrilateral
elements.
Hydrostatic version with sigma coordinates in the vertical.
High computational efficiency with parrellisation and multicore
usage.
Wetting and drying to simulate flooding and inundation.
Effects of ice on hydrodynamic modelling in rivers and lakes in
the winter.
Inclusion of structures like weirs, culverts, dikes, turbines .
Near-field and far-field source term in 3D model for outfalls.
Spectral wave model to include waves and currents interaction
for suspended and bed load transport of sediments.
Sediment transport model to include cohesive and non-cohesive
transport of sediments.
Dynamic coupling of Hydrodynamic, Spectral wave model, sediment
transport model.
Spectral Wave model is dynamically coupled with Hydrodynamic and
sediment transport model for cohesive and non-cohesive
transport.
Simulation of effects of future climate change: effects on water
flow, temperature etc.
Water Quality and biological growth module
Fully coupled or decoupled mode with hydrodynamics model.
Simulation of fate and transport of nutrients and contaminants
in the aquatic ecosystem.
Combination of concentration type ( Eulerian ) and particle
model ( Lagrangian ) in the same model for detailed simulation
of e.g. spill, spreading and settling of feces, food pellets,
pharmaceuticals and copper from impregnated nets.
Model concentrations of dissolved oxygen, organic matter,
nutrients, heavy metals.
Option for Customizable Water Quality templates directly
integrated with 3D hydrodynamic model with no compilation of
source code
Simulation of effects of nutrients on aquatic systems
(eutrophication).
Module to provide agent-based modelling to predict behaviour of
biological "particles" - for example the general growth
(biomass) from fish cages, individual growth of fish, tracking
of escaping fish, release of larvae, eggs, smolt etc.
Graphical User Interface
Finite element Grid generator, bathymetry tools, time series
tools.
Plotting tools for 2D, 3D surfaces, time series and other plots.
Tool for animation for comparison of different model simulations.
Tools for modelling logs and reporting.
Technical and scientific support
Standalone and networked operation possible (floating network
license).
ISO certified software development process.
Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s):

Justification for the Pre-Identified Supplier
DHI Water & Environment is the only known firm capable of
providing the required software that meets the criteria required
by the Department of Fisheries & Oceans Canada to properly
proceed with their research programs.
Government Contracts Regulations Exceptions
The following exception to the Government Contracts Regulations
is invoked for this procurement under subsection 6(d) - "only
one person is capable of performing the work".

Agreement on Internal Trade (AIT) - Article 506.12 (b) where
there is an absence of competition for technical reasons and the
goods or services can be supplied only by a particular supplier
and no alternative or substitute exists
North American Free Trade Agreement (NAFTA) - Article 1016.2 (b)
where, for works of art, or for reasons connected with the
protection of patents, copyrights or other exclusive rights, or
proprietary information or where there is an absence of
competition for technical reasons, the goods or services can be
supplied only by a particular supplier and no reasonable
alternative or substitute exists

Suppliers who consider themselves fully qualified and available
to provide the goods, services or construction services
described in the ACAN may submit a statement of capabilities in
writing to the contact person identified in this notice on or
before the closing date of this notice. The statement of
capabilities must clearly demonstrate how the supplier meets the
advertised requirements.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
