Nature of Requirements:
The Department of National Defence (DND) has an immediate requirement for a Utility Monitoring Software Solution (UMSS). This Solution will be comprised of Software, Phased Implementation at up to 23 Bases and Service Support for up to 10 years. Building level utility meters are being installed at two Bases, about 50 buildings per Base, in the summer of 2016. Meters will be installed at additional Bases in the following years. DND also processes approximately 2000 utility bills each month. The intent is to have the UMSS receive the bills electronically, check them and store the data long term.
