1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement

Defence Research and Development Canada (DRDC) - Toronto Research Centre has a requirement to purchase multiple TruCulture tubes to determine the immune responses to military operational stressors in support of multiple projects. The TruCulture tubes are proprietary products developed and manufactured by Myraid-RBM. The purpose to procure these tubes is to streamline the blood draw process and ensure the reproducibility of each draw. Combining the anti-coagulant and stimulant in one tube can eliminate human errors. Tube types and quantities required are as follows:

Description of the Deliverables - Quantity
LPS+SEB TruCulture Tubes (TC Tubes LPS+SEB) - 400 tubes
TruCulture Tubes Null - 500 tubes
Resiquimod R848 (TC Tubes R848) - 150 tubes

Minimum Mandatory Technical Criteria/Specifications

M1 Must have integrated blood collection device and whole blood culture system

M2 Tubes must be preloaded with cell culture media, which can preserve cells in a long period of time (24hour+) and the requested stimulants that can stimulate immune cells activities.

M3 Whole blood must be directly drawn into the tubes

M4 The collected samples must provide a phenotypical and physiological immune cellular response without mechanically alternating the physiological cellular interactions of white blood cells

M5 Specialized laboratory equipment to induce immune cell activity must not required

4. Applicability of the trade agreement(s) to the procurement

This procurement is subject to the following trade agreement(s):

The intended use for multiple WBEs under the Personnel and Health Portfolio to investigate the immunological changes and responsiveness of leukocytes under different stress, including traumatic stress, operational stress and mental disorders. The requested products would provide a phenotypical and physiological cellular response without mechanically alternating the physiological cellular interactions of the cells of interest.

Only Myraid RBM can manufacture and distribute the requested system with repeatability and reproducibility of the data. The system streamlines the sample collection system due to patented blood collection design and proprietary cell media, allowing minimal alteration in whole blood cells and recreating a physiological immune activation model. Myraid RBM is the Original Equipment Manufacturer (OEM) of this technology and is the sole holder of the IP surrounding this technology.
