1. SUMMARY
The Mercury Global Project will provide the DND with assured access to robust global wideband satellite communications to meet the needs of the Canadian Forces (CF) in the present and future.
The goal of the strategic deployable terminal portion of the Mercury Global project is to procure Military Satellite Communications terminals that will be the in-theatre component of the National Rear Link, connecting deployed Headquarters with National Headquarters. The Strategic Deployable Terminals will supplement the existing Anchor Station capability by providing a suite of smaller SATCOM terminals that provide a global Internet Protocol point of presence via the Wideband Global SATCOM constellation.
DND seeks to fully support a varietyof Canadian Armed Forces missions via the Wideband Global SATCOM system through the purchase of three (3) different types of Strategic Deployable Terminals. The intent is to acquire three types from a similar technological family and original equipment manufacturer in order to best utilize limited support resources. This will allow the CAF to have a common fleet of Strategic Deployable Terminals that in turn provide it with a common training, operation and maintenance program, reducing costs over the life of the Mercury Global program. The three types or sizes of Strategic Deployable Terminals address two key criteria; transportability and maximum Wideband Global SATCOM bandwidth efficiency.
The three types of strategic deployable terminals are as follows:
i) The Light Strategic Deployable Terminal role is to provide a highly transportable and easily operable Strategic Deployable Terminal capability. Primarily the Light Strategic Deployable Terminal is to be operated by an individual. Also, it isto be man-packable, able to be transported as checked luggage and be externally powered by Alternating Current or Direct Current sources, while providing good data throughput to support an expanding digital battle space.
These Light terminals will beprovided in an initial specified allocation of X and Ka band terminals, with the possible inclusion of frequency band feed kits if proposed by bidders.
ii) The Medium Strategic Deployable Terminal role is to provide a highly functional, but easily deployableStrategic Deployable Terminal capability. Primarily the Medium Strategic Deployable Terminal is to be operated by an individual, while meeting a balance of transportability and data throughput. Medium Strategic Deployable Terminals are able to betransported as check-in luggage, while providing good data throughput to support an expanding digital battle space. The Medium Strategic Deployable Terminal will effectively support an increasing digital requirement for sophisticated operational HQs.
iii)The Heavy Strategic Deployable Terminal role is to provide a deployable very high data throughput capability for the Canadian Armed Forces. Primarily the Heavy Strategic Deployable Terminal is to be operated by a very small team. Also, it is intendedtobetransported by the Canadian Armed Forces’ strategic lift units. The Heavy Strategic Deployable Terminal efficiently delivers very high data throughput with respect to bandwidth, which will enable additional resources to join the Wideband Global SATCOM system.
The Strategic Deployable Terminals resulting contractor will also be expected to provide engineering support services and logistic resources throughout the lifetime of the equipment on an as and when required basis, including the purchaseof spare parts, engineering support services and technological upgrades. In-Service Support will also include ?core? In-Service Support elements that will include ongoing project and technical management, help desk support and base training levels throughout the support services.
The period of the Contract will be five (5) years following the final delivery and acceptance of all Strategic Deployable Terminals, or six (6) years after Contract award, whichever is sooner. Canada will have the irrevocable option to extend the period of the Contract by up two (2) additional (5) year periods.
