The objectives of this work are to:
Create updated Canadian versions of the US EPA’s SmartWay tools for five modes (truck carriers, barge carriers, air carriers, multi-modal carriers, logistics services and shippers) in Microsoft Excel, and update the accompanying user guides and technical documentation;
Develop the long-sea shipping marine module and small truck carrier application and integrate the truck benchmarking report into the partner portal; and
Host and update the SmartWay database and partner portal to accommodate all changes made within this work assignment.
Sole Source Justification - Exception of the Government Contract Regulations (GCR):
(d) Only one person or firm is capable of performing the contract
The SmartWay tools are programmed and coded by the Contractor under a work assignment from the U.S. EPA. U.S. EPA owns the rights to the SmartWay tools and has allowed NRCan to modify the tools exclusively, through Eastern Research Group, for the Canadian audience under a Memorandum of Understanding and a Letter of Agreement.
The SmartWay tools and database are the foundation of the program as they are used by freight carriers and shippers to input and report their fuel use and operational data related to the movement of freight in order to be ranked based on their environmental performance.
