NOTICE OF PROPOSED PROCUREMENT (NPP)

The Department of National Defence (DND), in support of the Canadian Forces Health Services (CFHS), has a requirement for the supply, delivery, installation, testing, commissioning, documentation, and warranty support of ten (10) Mobile Treatment Centre (MTC) cap-style slide-in modules.

The MTCs will be installed on Government-owned 2024 Dodge RAM 3500 trucks and will provide enhanced casualty treatment, extraction, and transportation capabilities to support CFHS training, routine operations, mandated safety activities, and domestic response operations across Canada.

The requirement includes all associated equipment, components, installation harnesses, medical treatment accommodations, electrical and environmental systems, emergency warning equipment, documentation, training, and services necessary to deliver a fully operational capability.

The resulting contract will be effective from the date of contract award until March 31, 2028. The initial requirement includes the firm supply, delivery, installation, testing, and commissioning of two (2) Mobile Treatment Centre (MTC) units. Canada will have the option to acquire up to eight (8) additional MTC units, which may be exercised, in whole or in part, at any time during the two-year contract period.

Delivery and installation are required at the locations identified in Appendix 1 to Annex Statement of Requirements.

Offers will be evaluated in accordance with the evaluation criteria set out in the solicitation documents. The contract will be awarded to the responsive Offeror whose Offer achieves the highest combined rating of technical merit and price.

The requirement is subject to the Interim Policy on Reciprocal Procurement. Supplier eligibility will be determined in accordance with the requirements set out in the solicitation documents.

The Crown retains the right to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.
