1.0 Title

Modelling and Simulation of Naval Radar Systems

2.0 Objective

The Radar Sensing and Exploitation (RSE) Section at Defence Research and Development Canada (DRDC) is carrying out a research and development (R&D) project in naval phased array radar. This Contract work is to directly support DRDC’s research and development project on an as and when requested basis.

3.0 Background

Shipborne phased array radars are the primary sensor for naval vessels, which operate in difficult interference and target environments. Furthermore, these environments change over time and vary with geographical location. This contract is required to support DRDC’s research and development project in naval phased array radar.

Research at DRDC in naval phased array radar is focused on signal processing algorithms for the detection and tracking of targets within the radar’s field of regard. Effective algorithms for the detection and tracking of individual targets are required [AD1, AD2]. In addition, radar resource management (RRM) algorithms are required to simultaneously schedule the detection and tracking tasks associated with multiple targets that may be present in the radar’s field of regard [AD3].

DRDC has developed a modelling and simulation tool called Adapt_MFR, which is used to conduct simulation studies of detection, tracking and radar resource management techniques for naval phased array radars [AD4]. Adapt_MFR has been developed in Matlab and can model arbitrary radar scenarios. Simulation studies are conducted over a wide range of radar specifications, scenario geometries, clutter backgrounds, and target types. Simulated or experimental trials data must be processed using a variety of detection and/or tracking techniques. Detection, tracking, and radar scheduling performance metrics are measured and analyzed.

Resource Requirements

The Contractor must provide radar engineering services on an as and when requested basis to simulate radar system performance in Adapt_MFR and to process radar data in Matlab that has been generated through simulation or experimental trials.
This is a Task Authorization Contract, since the exact nature and timeframes of the required services, activities and deliverables will only be known as and when the services will be required during the period of the contract. Most of the work will be performed at the Contractor site. Although the exact nature of the required services will only be known during the period of the contract, the Contractor must provide two senior radar engineers and one junior radar engineer. The personnel who are utilized as Resources will require a Level II (Secret) security clearance and must be fluent in the English language.

The requirement is conditionally limited to Canadian services.

This procurement is subject to the Controlled Goods Program. The Defence production Act defines Canadian Controlled Goods as certain goods listed in Canada’s Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA).

The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity Certification.

The resulting contract is for a four (4) year period with two (2) one year option periods.

Delivery Date: Above-mentioned

The Crown retains the right to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.
