CHANNEL SURVEY & SOUNDING VESSELS
The Department of Fisheries & Oceans (DFO), Canadian Coast Guard
(CCG), intends to purchase up to two (2) Channel & Sounding
Vessels based on a proven design.
Below you will find a description of the requirements from the
Department of Fisheries & Oceans / The Canadian Coast Guard.
DESCRIPTION OF REQUIREMENTS
1.0 TITLE
1.1 Canada has a requirement to purchase up to two (2) Channel
Survey & Sounding Vessels.
2.0 BACKGROUND AND REQUIREMENTS
2.1 Fisheries & Oceans Canada (DFO) and the Canadian Coast Guard
(CCG) Central and Arctic Region have a requirement for near
shore Channel Survey & Sounding Vessels to be used for
Hydrographic purposes. The Channel Survey & Sounding Vessels
will operate in the St-Laurence River from Montreal to Isles aux
Coudres for a period of eight (8) months of the year from April
to December.
2.2 This Price & Availability is requested for the purchase of
up to two (2) Channel Survey & Sounding Vessels. Henceforth
these vessels will be referred to as the "candidate vessel(s)".
3.0 OBJECTIVES
3.1 The requirements shall be for missions to assist in the
delivery of the Canadian Hydrographic Service (CHS) in support
to the Canadian Coast Guard (CCG) Waterways Management program
(WMP). Secondary mission capabilities, which will constitute of
5% or less of planned activities, will be for Search & Rescue
(SAR), Aids to Navigation, Supporting Law Enforcement,
Responding to Emergency situations, Natural Disasters and
supporting Ecosystems and Fisheries Science.
3.2 It is requested that an estimated delivery date of the
candidate vessel(s) be provided (For example, the number of
weeks after contract award).
3.3 Potential suppliers are requested to provide estimated
pricing for both the purchase of one (1) and two (2) vessels.
3.4 Potential suppliers are requested to provide in their
response both the technical specifications for the candidate
vessel and how it will meet the scope requirements set out in
section 4.0.
3.5 Potential suppliers are to clearly describe in their
response all information concerning rules & regulations,
standards used or followed and certification provided during
their candidate vessel's design, construction, acceptance and
entry in to service.
4.0 SCOPE
4.1 The requested candidate Channel Survey & Sounding vessels
will be new builds with the following requirements:
a. Length (Overall) Within the range of 12m to 15m
(approximately)
b. Draft, appendage, maximum (Port departure condition) Not to
exceed 1.2m
c. Endurance Sail continuously for 16 hours used as a day boat
d. Safe Deck load A minimum for Hydrographers Equipment
e. Speed (operational range) Optimized operational range of 8
to 16 knots
f. Speed (Loaded Condition) No less than 20 knots/max forward
Speed of 25 knots at maximum loaded condition
g. Power Total power not greater than 750 KW
h. Hydraulic crane One to move auxiliary equipment with a 1.5m
reach outside the vessel side & capable of deploying a small
utilitarian craft of approximately 3.4m long weighing
approximately 220 Kg
i. Fresh Water Tank Sufficient capacity for four (4) persons for
seven (7) days, 500 litres capacity Approx.
j. Hull Type The hull and superstructure shall be built out of
either aluminium or steel or a combination of both.
4.2 The class of voyage shall be Near Coastal up to 200 Nautical
Miles offshore.
4.3 All Electrical and Electronic equipment shall not be
grounded to the hull.
4.4 The CCG and Hydrographic Services Canada currently operate
the Kongsberg EM2040D system for Survey & Sounding purposes. The
candidate vessel would need to be equipped with the same
equipment, upgrade or its equivalent multi beam Sonar.

4.5 It is Canada's intent that should the Hydrographic
equipment need to be installed on the candidate vessel or the
candidate vessels hydrographic equipment need to be upgraded to
meet the requirement of 4. The Contractor would need to provide,
install, interconnect, set to work, test the following and any
other mission specific equipment and electronics. All CPU
equipment shall be backed up by Uninterruptable Power Supplies
(UPS).
One (1) inertial control unit GPS (2"x19"x14") 3 Kg weight, 120
V, 1.2 Amp;
Two (2) GPS Zephyr antennas (ray: 5 in Height: 5 "Weight: = 5Kg)
Installed on top of vessels mast with a 2 M distance;
One (1) IMU IP168 (ray: 104mm, Height 205mm) 15 Kg
(submersible). Preferably installed on sonar support elements if
installed on a mobile arm, if installed on hull needs to be on
vessel pivot point;
One (1) Velocity transducer AML Microx oceanographic installed
in hull or on mobile arm = 2 Kg, Length 2 cm ray 3 cm, 12 Volts;
equipment used by Canada Hydrographic Service (HSC) is: Odim
Brooke Ocean. Moving Vessels Profile MVP30,
One (1) GPS receptor Proflex 800 + antenna ASH111661 installed
on mast top, receptor (15cmx15cmx15cm) = Kg, Antenna (ray: 5 ",
h 5", = Kg) 120 Volts, = Watts;
One (1) UHF antenna installed in central mast Length 2-3 M, ray:
2cm, = 10 Kg;
One (1) Cellular Modem & antenna (to be defined by current
Standing Offer Agreement SOA);
One (1) Sound profiler Base X AML oceanographic (L:45 cm, ray 6
cm, 15-20 Kg, 120 Volt, ) ;
One (1) computer (mouse & key board) Power user 7 rack mounts;
One (1) 19 "Laptop (Commercial proven standards);
Five (5) 21 "High Definition monitor screens (Commercial proven
standards);
One (1) Switch Ethernet: Linksys Ethernet fast EF4116 or D-LINK
DGS-108 Unmanaged ( 170 mm x 45 mm x 267 mm) = 2 Kg;
One (1) Splitter video (Commercial proven standards) to project
in wheelhouse;
One (1) printer 4 in 1 (Commercial proven standards) 120 Volts,
= Kg (50 cm x 20 cm x 35 cm);
One (1) UPS 2500W (Marine type) current regulator in case of
generator failure (rack mounted or not);
Two (2) 15U cabinets to store all equipment from the acquisition
and management room (2 x 18 Kg).
5.0 Operational Requirements
5.1 The required hull type shall provide a stable, efficient and
relatively compact platform to enable the crew and the
hydrographers, to execute safely and efficiently their primary
mission.
5.2 The candidate vessel shall possess operational qualities
conducive to hydrographic survey operations in particular with
the following:
a. stability characteristics
b. crew comfort
c. data gathering capabilities
d. seaworthiness
e. deck and cabin space in relatively compact and agile platform
f. overall operating efficiencies
g. Minimal operational cost in terms of fuel consumption

7.1 Written responses to this Price and Availability must be
received in this office on or before close of business on
October 31, 2014. This request is for information purposes only
at this time and a Request for Proposal or Contract may not be
issued as a result of this Price and Availability.
