Statement of Work
a. Carry out the dry-docking, Refit and undocking of the
Canadian Coast Guard Hovercraft, CCGS Penac.
Work must be conducted in accordance with the associated
Technical Specifications detailed in the Statement of Work;
Inspection/Quality Assurance/Quality Control, and Project
Management Services attached as Annexes A, D and E.
b. Carry out any approved unscheduled work not covered in the
above paragraph (a).

Bidders' Conference
A bidders' conference will be held at the Canadian Coast Guard
Hovercraft Base, Sea Island, 4266 Inglis Drive, Richmond, BC,
V7B 1W4 on 17 September 2014. The conference will begin at 10:30
in the Conference Room in the Environmental Response Building.
The scope of the requirement outlined in the bid solicitation
will be reviewed during the conference and questions will be
answered. It is recommended that bidders who intend to submit a
bid attend or send a representative.
Bidders are requested to communicate with the Contracting
Authority two (2) days before the conference to confirm
attendance. Bidders should provide, in writing, to the
Contracting Authority, the name(s) of the person(s) who will be
attending and a list of issues they wish to table no later than
4:00 PM on 12 September 2014.
Any clarifications or changes to the bid solicitation resulting
from the bidders' conference will be included as an amendment to
the bid solicitation. Bidders who do not attend will not be
precluded from submitting a bid.
Optional Site Visit - Vessel
It is recommended that the Bidder or a representative of the
Bidder visit the work site on board the vessel at Canadian Coast
Guard Hovercraft Base. Arrangements have been made for a tour
of the work site. The site visit will be held on 17 September
2014 immediately following the Bidder's Conference.
Bidders are requested to communicate with the Contracting
Authority no later than 4:00 PM on 12 September 2014 to confirm
attendance and provide the name(s) of the person(s) who will
attend. Bidders may be requested to sign an attendance sheet.
Bidders who do not attend or do not send a representative will
not be given an alternative appointment but they will not be
precluded from submitting a bid. Any clarifications or changes
to the bid solicitation resulting from the site visit will be
included as an amendment to the bid solicitation.
Work Period
Work must commence and be completed as follows:
Commence: 06 November 2014;
Complete: 23 January 2015.
Destination
The work is to be carried out while the vessel is at the
Contractor's Repair Facility.
Sourcing Strategy
The sourcing strategy related to this procurement will be
limited to suppliers in the area of Origin of the vessels, in
accordance with Article 3.170.10(b) of the PWGSC Supply Manual.
This procurement is subject to the Agreement on Internal Trade
(AIT) and exempt from NAFTA [see Chapter 10, Annex 1001.2b,
paragraph 1 (a)] and from the WTO-AGP (see Annex 4).

The Crown retains the right to negotiate with suppliers on any
procurement.
