Nature of Requirements:
Advance Contract Award Notice (ACAN)

1.An ACAN is a public notice indicating to the supplier
community that a department or agency intends to award a
contract for goods, services or construction to a pre-identified
supplier, thereby allowing other suppliers to signal their
interest in bidding, by submitting a statement of
capabilities. If no supplier submits a statement of
capabilities that meets the requirements set out in the ACAN,
on or before the closing date stated in the ACAN, the
contracting officer may then proceed with the award to the
pre-identified supplier.

2.Definiltion of requirement

The Department of Veterans Affairs Canada (VAC) requires the
provision of medical consulting services to administer
medical services to its clientele of veterans at Ste.Anne's
Hospital, Ste-Anne-de-Bellevue, Quebec, in the form of
regional individual standing offers (RISO).

The consultants are required in several fields including:
Physiatry, On-call Physicians, Radiologists, General
Practitioner, Psychiatrist.

2.1Physiatry consulting services

The Department of Veterans affairs Canada (VAC) intends to
establish two (2) régional individual standing offers (RISO)
for the provision of physiatry consulting services on an
as-needed basis.

The work will involve the following:

The physician will provide consultations in his specialty,
examine patients at the hospital, write examination reports,
make diagnoses, propose therapeutic treatment and manage patient
care when required.

Reports

Physicians agree to submit to the Depatment all work completed
and/or in progress including all texts, reports, research,
documents, patient files or any other relevant documents, this
being included in the execution of professional services
required.

Estimated attendance schedule

According to an established schedule and/or as required by the
project authority.

Estimated 40 half-days/year/physician

2.2Medical consultant Physician on duty, evenings, nights,
week-ends and holidays

The Department of Veterans affairs Canada (VAC) intends to
establish five (5) regional individual standing offers (RISO)
for the provision of physican on duty services
on an as-needed basis.

The work will involve the following:

Provide medical consultation;
Examine hospital patients;
Draft a report after examination;
Make a diagnosis;
Manage patient when required;
Proceed with venous or arterial blood sample collection for
blood testing made outside normal laboratory hours, Monday to
Friday, from 7:30 a.m. to 15:30 p.m.

Reports

Physicians agree to submit to the Depatment all work completed
and/or in progress including all texts, reports, research,
documents, patient files or any other relevant documents, this
being included in the execution of professional services
required.

Estimated attendance schedule

According to an established schedule and/or as required by the
project authority.

Estimated 1 to 3 days/week/physician

2.3.Radiology consulting services

The Department of Veterans affairs Canada (VAC) intends to
establish two (2) regional individual standing offers (RISO)
for the provision of radiology consulting services on an
as-needed basis.

The work will involve the following:

Using radiological films or digital media, radioscopy or
ultrasound, provide a diagnostic opinion, in response to one
or more requests by a physician;
Monitor the quality of the work of radiology technologists;
Establish protocols to be followed for radiology examinations;
Establish rules to be followed for allocating appointments and
drawing up dailly programs;
Be available to respond to consultation requests from a
physician or other health professional;
As required, advise the administration on changes to radiology
equipment, techniques for filing or archiving images and
radiology reports;
On referral, perform joint infiltrations under fluoroscopy
and/or ultrasound.

According to an established schedule and/or as required by the

Estimated 2 half-days/ week/physician

2.4.General practitioner services

The Department of Veterans Affairs (VAC) is planning to
establish one (1) regional individual standing offer
(RISO) for the delivery of the services of one general
practitioner on an "as-required" basis. The services will be
delivered to clients at the Ste. Anne Operational Stress
Injury Outpatient Clinic, the stabilization program and the
Residential Treatment Clinic for Operational Stress Injuries
(RTCOSI) of the National Centre for Operational Stress
Injuries.

The work will require the following:

Direct client services

These are time-limited, medical evaluation and general
treatment services, including those that are not directly
related to the the disorder being treated as an operational
stress injury (OSI).

General medical evaluation;
Treatment of general medical disorders;
Referals to specialists;
Follow-up care following a consultation with a specialist
(shared treatment services);
Referral to a family doctor in the community when ISO treatment
is over;
Delivery of follow-up care until a maximum of six months
following discharge, to ensure continuity of care;
Participation in the evaluation and treatment of mental health
problems according to a shared treatment model.

Consulting services for interdisciplinary team members

May be called upon to:

Raise awareness of local family doctor communities;
Provide support to family doctors in the community;
Support professional development and build family doctor
capacities in the communities;
Give family doctors in the community access to consultations on
ISOs.

Participation in interdisciplinary meetings

The general practitioner participates, as an interdisciplinary
team member, in case discussions on clients and in the
development and review of their intervention plans, according to
the VAC National Centre for OSIs model.

Participation in RTCOCI admissions committee meetings

The general practitioner participates as a committee member in
discussions of referred cases and participates in
teleconferences as required, in order to obtain more information
or inform the referring source of the decision.

Participation in clinical committee meetings - RTCOCI

The general practitioner participates as a committee member in
discussions of the clinical aspects of programming.

On-call services

Be on call one week per month via a beeper according to the
rules of the RTCOCI medical service and the OSI clinic.

Reports

Physicians agree to submit to the Department all work completed
and/or in progress including all texts, reports, research,
documents, patient files or any other relevant documents, this
being included in the execution of professional services
required.

According to an established schedule and/or as required

Estimated 12 to 21 hours a week depending on the organization's
needs.

2.5Consulting psychiatry services for the clinical services of
the National Centre for Operational Stress Injuries (NCOSI)

The Department of Veterans Affairs (VAC) is planning to
establish four (4) regional individual standing offers (RISO)
for the delivery of psychiatric services to members of the
Canadian Forces, veterans and their families as part of the
national mental health strategy of the National Centre for
Operational Stress Injuries (NCOSI) at Ste. Anne's Hospital, on
an "as required" basis.

The work will involve the following:

Assess clients for treatment and rehabilitation purposes;

Provide psychiatric care to clients referred for evaluation
purposes when these services are not available in the community,
and take responsibility for the transfer of clients to other
services as required.
Care for clients until management in the community is arranged;
Offer psychiatric assessments for pension / disability pension
purposes;
Participate, as a member of the interdisciplinary team, in case
discussions of clients and develop and revise their intervention
plans, according to the VAC National Centre model for OSIs;
Provide psychiatric treatment according to the intervention plan
determined by the interdisciplinary team;
Provide assessment, treatment and consultation services via
telemedicine as required;
Draft assessment and treatment reports according to indicators
established at the clinic; make referrals as required;
Complete forms and draft reports for third party payers (e.g.
insurance companies, pension board);
As required, give presentations, internally and externally, at
conferences on post-traumatic stress and other psychiatric
problems, at the request of the clinic manager;
Sit on committees, at the request or on the approval of the
clinic manager;
Participate in and contribute to research activities, at the
clinic manager's request;
Work with the clinical coordinator and other members of the
clinical team on the ongoing development and review of the OSI
clinic's programming;
Provide medical administrative services covered by the insurer
at the request of the clinic manager;
Enter the statistical data into the NCOSI computer system;
Be on call one week per month as required via a beeper (without
travel) according to the rules of the RTCOCI medical services.

3Criteria for assessment of the Statement of Capabilities

Any interested supplier must demonstrate by way of a statement
of capabilities that its meets the following requirements for
the following files:

Physiatry
On-call Physicians
Radiologist
General Practitioner

3.1Minimum Essential Requirements

1) Be a registred member of the Collège des médecins du Québec;
2) Hold valid professional liability insurance;
3) Provide services in both official languages (English and
French spoken and written)
(Written certification required)

3.2Criteria for assessment of the Statement of Capabilities

Any interested supplier must demonstrate by way of a statement
of capabilities that its meets the following requirements for
the following file:

Psychiatrist

3.3Minimum Essential Requirements

1) Be a registered member of the Collège des médecins du Québec;
2) Be a member in good standing of the Association des médecins
psychiatres du Québec;
3) Hold valid professional liability insurance;
4) Experience in the treatment of post-traumatic stress
disorder assessment
5) Provide services in both official languages (English and

4.Justification for the Pre-Identified Suppliers

The suppliers selected for all the services set forth in this
ACAN have extensive experience and expertise with the target
client group.

The selected suppliers have already provided the said services
to Veterans Affairs Canada in recent years and are very
familiar with the mandate and objectives of the programs
provided by the Department.

In addition, in view of the shortage of consultants in these
areas of expertise, these suppliers are the only known sources.

5Government Contracts Regulations Exception(s)

The following exception to the Government Contract is invoked
for this procurment under subsection 6(c) -«the nature of the
work is such that it would not be in the public interest to
solicit bids».

6.Ownership of Intellectual Property

Canada intends to retain ownership of any Foreground
Intellectual Property arising out of the proposed contract on
the basis that the main purpose of the contract is where
statutes, regulations, or prior obligations of the Crown to a
third party or parties preclude Contractor ownership of the
Foreground.

7.The period of the proposed Régional Individual Standing
offers (RISO)

The regional individual standing offers proposed are from the
date of issue until March 31st, 2013. Two options of one-year
period each from April 1st, 2013 to March 31 2014 and from
April 1st, 2014 to March 31st, 2015.

8.Suppliers' right to submit a statement of capabilities

Suppliers who consider themselves fully qualified and available
to provide the goods, services or construction services
described in the ACAN, may submit a statement of capabilities
in writing to the contact person identified in this notice on or
before the closing date of this notice.

Important When submitting a statement of capabilities,
suppliers must specify the area or areas of service for which
they consider themselves fully qualified and available to supply
the services. The statement of capabilities must clearly
demonstrate that the supplier meets the published requirements.

If Canada determines that a statement of capabilities meets the
requirements set forth in the ACAN, a competitive process
will be triggered for this category only.

9.The closing date for a submission of a statement of
capabilities.

The closing date and time for accepting statements of
capabilities is: July 6th, 2012
at 2:00 p.m. EDT.

11.Security

The standing offer issued under this Advance Contract Award
Notice (ACAN) contains safety requirements.

The Standing Offer shall not be issued until a valid Designated
Organization Screening
(DOS) and a protection level for document safeguarding by the
Canadian Industrial Security Directorate (CISD) of Public
Works and Government Services Canada (PWGSC)
has been approved.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
