Requirement
This requirement is to establish a National Master Standing
Offer (NMSO) for the purchase of Front End Loaders, in
accordance with the attached Purchase Descriptions, for an
initial period of one (1) year from the effective date of the
Standing Offer with the provision to extend the Standing Offer
for up to two (2) additional periods of one (1) year.
The offeror must supply Front End Loaders to departments and
agencies of the Government of Canada across the country,
including locations within Comprehensive Land Claims Agreements
(CLCA's), on an as-and-when requested basis.
In the event that no Standing Offer is issued pursuant to
solicitation number E60HS-14LOAD/B, Canada reserves the right to
make call-ups on Standing Offers issued as a result of
solicitation number E60HS-14LOAD/A for delivery requirements to
locations within CLCA's.
Offerors do not have to submit an offer for all groups.
However, Offerors submitting an offer for a particular group
must submit an offer for all configurations of that group and
Annex A as follows:
· An Offeror submitting an offer for Group 1 must submit an
offer for configurations A, B, C and D and an offer for Annex A
for Configuration A and B.
· An Offeror submitting an offer for Group 2 must submit an
offer for configurations A, B, C and D and an offer for Annex A
for Configuration A only. Any offer received for Annex A,
Configuration B will not form part of any resulting Standing
offer.
· An Offeror submitting an offer for Group 3 must submit an
offer for configurations A, B and C and an offer for Annex A for
Configuration A only. Any offer received for Annex A,
Configuration B will not form part of any resulting Standing
offer.
This requirement is subject to the provisions of the Agreement
on Internal Trade, the North American Free Trade Agreement, the
Canada-Columbia Free Trade Agreement, the Canada-Peru Free Trade
Agreement and the World Trade Organization-Agreement on
Government Procurement.

The requirement is subject to a preference for Canadian goods
and/or services.
Set-Aside Under the Procurement Strategy for Aboriginal Business
This procurement is set aside under the federal government's
Procurement Strategy for Aboriginal Business, as detailed in
Annex 9.4 Requirements for the Set-aside Program for Aboriginal
Business, of the Supply Manual.
This procurement is set aside from the international trade
agreements under the provision each has for set-asides for small
and minority businesses.
Further to Article 1802 of the Agreement on Internal Trade
(AIT), AIT does not apply to this procurement.
Debriefings
After issuance of a standing offer, Offerors may request a
debriefing on the results of the request for standing offers
process. Offerors should make the request to the Standing Offer
Authority within fifteen (15) working days of receipt of the
results of the request for standing offers process. The
debriefing may be in writing, by telephone or in person.

procurement.
