Full description

1. PURPOSE
The purpose of this Advance Contract Award Notice (ACAN) is to signal the Canadian Space Agency’s (CSA) intention to enter into a sole source contract with:
Applied Technology Institute349 Berkshire DriveRiva, MDUSA 21140
www.ATIcourses.com
to supply the services described below.
2. ADVANCE CONTRACT AWARD NOTICE (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
3. DEFINITION OF THE REQUIREMENT
The Canadian Space Agency (CSA) has a requirement for space system engineering courses, which are aimed at promoting and maintaining the proficiency of employees and training newly hired junior engineers.
The work will involve the delivery of the following two technical training courses:
1) Space Systems Fundamentals course
2) Spacecraft System Integration & Test course
A total of 2 courses are planned within the current fiscal year ending March 31st, 2017 and would take place at CSA Headquarters in St-Hubert, QC. The CSA intends to supply the required classroom space, projector, flip charts and computers required to deliver the course in its facilities.
 4. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS)
Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following requirements:
 1) The instructor shall have extensive experience (at least 15 years) in Space Systems Engineering and/or Spacecraft Assembly Integration & Test (AI&T)
 2) The instructor must have a proven in-depth knowledge of Space Systems Engineering and/or Spacecraft Assembly Integration & Test (AI&T)
 3) The course content must be closely related to NASA and CSA System Engineering practices
4) The duration of a course must not exceed 5 days and must be delivered at the John H. Chapman Facility in Saint-Hubert Quebec, Canada
5. APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT
The Canadian Space Agency is exempt from all of Canada’s national and international trade agreements.
6. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
CSA in close cooperation with NASA has adopted several engineering standards and practices. Having a common understanding of similarities and differences between the CSA and NASA policies and processes reduces technical risk for space system interfaces, and reduces overall mission cost. The NASA standards are defined in the NASA Systems Engineering Handbook. The CSA standards are defined in the CSA Technical Review Standards.
NASA offers its employees a vast catalogue of courses via the Academy of Program/Project & Engineering Leadership (APPEL) which supports NASA's mission by developing in-house project management and engineering courses. Similarly following an internal CSA wide survey, the following courses were identified in FY 16/17 as amongst the top 10 courses of interest for staff development & training needs:
 1) Space Systems Fundamentals course:  focusing on scientific and engineering foundations of spacecraft systems and interactions among various subsystems: These are to include examples to demonstrate and quantitatively estimate various mission elements (such as velocity increments) and conditions (equilibrium temperature) and how to size major spacecraft subsystems (propellant, antennas, transmitters, solar arrays, batteries).
 2) Spacecraft System Integration & Test course:The course is to provide the participants with knowledge and systems engineering perspective to plan and conduct successful space system I&T and launch campaigns. Targeted to space engineers and managers to reach an understanding of the verification and validation factors critical to the design of hardware, software and test procedures.
The CSA considers ATI to be in a unique position to fulfill the requirement for the following the reasons:
 a) They are the suppliers to our partnering agency (NASA) for the delivery of Space Systems Engineering classes;
 b) The course material developed has been delivered several times and refined over the years based on the feedback of participants, ensuring an optimal quality;
 c) The courses are given by experts with wide industrial and government background and recognized for their expertise based on their vast experience and can answer questions from course participants authoritatively.
7. GOVERNMENT CONTRACTS REGULATIONS EXCEPTION(S)
The following exception to the Government Contracts Regulations (GCRs) is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".
8. OWNERSHIP OF INTELLECTUAL PROPERTY
Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest with the Contractor.
9. PERIOD OF THE PROPOSED CONTRACT OR DELIVERY DATE
The proposed contract period is for a period from November 2016 to March 31st, 2017.
The contract will contain options to extend the contract period for an additional 2 years (from April 1st 2017 to March 31st 2019).
10. COST ESTIMATE OF THE PROPOSED CONTRACT
The estimated cost of the contract is up to USD 70,000 for the initial period and a further USD70,000.00 for each option year for a total of USD 210,000.00
11. SUPPLIERS' RIGHT TO SUBMIT A STATEMENT OF CAPABILITIES
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The CSA file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile or e-mail transmission, on the covering page.
12. CONTRACTING OFFICER
