Full description

1 Title:
ACAN for Climate Change Analysis Software Service
2. ACAN:
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified supplier. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN then the contracting officer will proceed to a full tendering process.
3. Requirement
The National Disaster Mitigation Program (NDMP) fills a critical gap in Canada’s ability to effectively mitigate, prepare for, respond to, and recover from flood-related events foremost by building a body of knowledge on flood risks in Canada.
In support of the NDMP, Public Safety Canada (PS) is investing in risk, resilience and return on investment tools to provide provinces, territories and communities with the needed information and capacity to plan and evaluate their flood mitigation projects.
One requirement that has been identified in this regard is the need for a Climate Change Analysis Tool (CCAT) that provides visualized historical and projected climate data and analyses for sectors such as, but not limited to, Emergency Management, Infrastructure, Agriculture, Natural Resources, Public Health, and Insurance interests.
The tool must be provided as a commercially available web-browser based Licenced Software-as-a-Service that provides ready access to customized climate information based on quality-controlled data drawn from various sources and packaged in a ‘one-stop’ location. Additional required features include direct linkages to location-specific, infrastructure climate design values (from Canadian codes and standards) and other emergency management related threshold information.
The specific requirements that must be met by the CCAT are detailed in the attached Solicitation Document
4. Name and Location of the Proposed Contractor:
It is intended to award a service contract to the following supplier:
Risk Sciences International
Suite 700
55 Metcalfe St
Ottawa, ON K1P 6L5
5. Suppliers’ right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, preferably by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.
Responses received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation. Your written response must provide sufficient evidence (e.g. specifications, technical data, drawings, or any other proof) that clearly demonstrates that your product or service is capable of fulfilling this requirement.
Suppliers that have submitted a response will be notified in writing of PS’s decision to continue with the non-competitive procurement or to compete for the requirement.
The Crown retains the right to negotiation with suppliers on any procurement
Documents may be submitted in either official language.
