1 Title:
ACAN for Assessment of COTS Financial Databases in the Development of Predictive Analytics Models for Environmental Compliance Targeting
2. Advance Contract Award Notice:
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified supplier. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN then the contracting officer will proceed to a full tendering process.
3. Requirement
Environment and Climate Change Canada’s Enforcement Branch ( ECCC EB) has a requirement to assess whether commercial-off –the-shelf (COTS) business financial data, combined with an appropriate predictive analytics modelling has the potential to improve the efficiency of inspection targeting for environmental enforcement activities.
To meet this need, ECCC needs to engage a contractor that has the access to a large database of Canadian companies and the expertise to develop predictive analytics models based on the data available and the historical performance of those companies with respect to their conformance with environmental regulations.
The specific requirements that must be met are detailed in the attached document.

Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation. Your written response must provide sufficient evidence (e.g. specifications, technical data, drawings, or any other proof) that clearly demonstrates that your product or service is capable of fulfilling this requirement.
