1. ADVANCE CONTRACT AWARD NOTICE (ACAN)

An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.

2. DEFINITION OF THE REQUIREMENT

The Cultus Lake Salmon Research Laboratory of Fisheries and
Oceans Canada (DFO) in Cultus Lake, BC Canada has a requirement
for one autonomous coulometric inorganic carbon analyzer for the
analysis of freshwaters in British Columbia. The analyzer will
replace current manual titrimetric analyses and meet DFO's need
to increase sample analytical capacities while reducing
laboratory labour, operating and waste disposal costs.

The equipment will primarily be used for routine and rapid
assessment of dissolved inorganic carbon (DIC) in lake water
samples for monitoring and research applications, and must
possess sufficient analytical range and capability to repeatedly
perform absolute determinations of DIC in a variety of
freshwater samples at high accuracy ( =)
50mL/sample.

3.10 Shipment and on-site installation and training and
warranty serviced provided at the DFO Cultus Lake Salmon
Research Laboratory at Cultus Lake, BC Canada.

4. APPLICABILITY OF THE TRADE AGREEMENTS TO THE PROCUREMENT

This procurement is subject to the following trade agreements:

  • Agreement on Internal Trade (AIT)
  • North American Free Trade Agreement (NAFTA)

BUSINESS

6. COMPREHENSIVE LAND CLAIM AGREEMENT(S)

Not Applicable

7. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER

It is intended to sole source this requirement to UIC
Incorporated (1225 Joliet, IL USA 60436). Following extensive
scientific and industry inquiry the UIC Inc. CM140 Total
Inorganic Carbon Analyzer was identified as the only known
instrument on the market to directly measure dissolved inorganic
carbon in aqueous solutions through acidification and carbon
dioxide evolution using coulometry. This technique produces
absolute and quantifiably accurate and precise measurements of
inorganic carbon dissolved in lake water samples relative to
other techniques. For reasons of quantifiable accuracy and
precision, rapidity, and the need for routine low-cost analyses,
total carbon analyzers that calculate inorganic carbon by
difference or that utilize non-dispersive infrared detection are
not appropriate for this application.

The following exception(s) to the Government Contracts
Regulations is (are) invoked for this procurement under
