THIS IS A REQUEST FOR INFORMATION (RFI) FROM INDUSTRY
The intent of this Request for Information is to solicit feedback on all aspects detailed herein so as to enable Canada to consider industry perspectives and to provide industry with reasonable planning lead time to prepare for any resultant RFP.
Overview
Currently PWGSC operates a number of district energy complexes in the National Capital Area (NCA), providing heating and cooling services to buildings under its administration across the NCA. Collectively, these district energy complexes are referred to as the district energy system.
PWGSC is exploring potential new business models, and may enter into agreements for the provision of energy services through a variety of means, such as transferring responsibility for the assets and operations of its district energy system, or replacing assets and operations with systems owned and operated by one or more third-parties. Transition to the new business model may occur in stages and may involve some or all of the assets, depending on the nature of the potential arrangements.
PWGSC envisions potential opportunities for one or more third-party entities to expand services to other areas within the NCA, either to non-connected Federal properties or other non-government properties.
NOTE TO POTENTIAL RESPONDENTS
This is a Request for Information (RFI) and does not constitute a commitment on Canada’s part to issue a subsequent Request for Proposal (RFP) related to the Energy Services Acquisition Program (ESAP). The RFI document and any responses received hereto in no way constitute an obligation on the part of Canada to enter into Contract(s) with one or more parties. Responses to the RFI will enable Canada to evaluate the strategy to be taken, if any, regarding further related activities. This is not a bid solicitation and responses will not be formally evaluated. Advisory notices will be posted on Buy&Sell as further information is made available. PWGSC solicits information in this matter solely for its own benefit to inform the structuring of ESAP, and makes no promise that an award of business will be made to respondents. This RFI is simply intended to solicit feedback from industry with respect to matters described therein. Information provided will not be attributed to its source, but may be publicized in a manner that does not disclose the provider. Proprietary information will be protected in accordance with Federal policies. Responses will be kept strictly confidential, subject to the provisions of the Access to Information Act, and will be retained to support further development of internal planning documents and decisions, and possibly an RFP. Please note that responses to the RFI will not be returned.

Responses to this RFI will be accepted until 02:00 PM Eastern Daylight Savings Time on October 9, 2013.
