Canadian Safety and Security Program (CSSP) Call For Proposals
(CFP) 003

The Canadian Safety and Security Program (CSSP) is a
federally-funded program, with the goal to strengthen Canada's
ability to anticipate, prevent/mitigate, prepare for, respond
to, and recover from natural disasters, serious accidents, crime
and terrorism through the convergence of science and technology
(S&T) with policy, operations and intelligence.
The CSSP is led by the Defence Research and Development
Canada,Centre for Security Science(DRDC CSS) on behalf of the
Government of Canada and its partners across all levels of
government, response and emergency management organizations,
non-governmental agencies, industry and academia.
CSSP investments enable DRDC CSS to coordinate and support
projects and activities that respond to Canadian public safety
and security priorities and address capability gaps. These gaps
are identified through risk and vulnerability assessments, and
consultation with communities of practice, as well as central
agencies, and policy, operational and intelligence entities.
These efforts contribute to achieving the CSSP's primary
strategic goal of ensuring that Canada's people and institutions
have a greater resilience to global and domestic public safety
and security threats and hazards.
In each CSSP CFP, there will be approximately $10 million
available for new projects. The program scope is to deliver S&T
solutions, support and advice to respond to the Government of
Canada's public safety and security policy imperatives.

The CSSP delivers on these imperatives by:

Making Investments to Achieve Strategic Objectives
Investments made by DRDC CSS must contribute to achieving the
program's primary goal of ensuring that Canadians and their
institutions have a greater resilience to global and domestic
public safety and security threats. These efforts are guided by
a set of long-term goals and outcomes.

Program priorities have been identified to guide CSSP investment
decision making. These Investment Priorities emphasize
capability areas, objectives and threats/hazards that are
relevant to the CSSP.

The Investment Priorities strive to increase the nation's
economic vibrancy, sovereignty, multi-jurisdictional
security/intelligence and national emergency management systems,
and public confidence through the application of S&T. A
detailed list of Investment Priorities can be found in the CSSP
CFP Bidder Guidebook in Annex A, Investment Priorities that
outlines the Investment Priorities relevant to the current bid
submission period.

The CSSP Investment Priorities will increase the nation's
economic vibrancy, sovereignty, multi-jurisdictional
security/intelligence and national emergency management systems,
and public confidence through the application of S&T.

SOURCING

This procurement is subject to the Agreement on Internal Trade
(AIT).

This procurement consists of research and development- services
that are: excluded from the application of the NAFTA as per
Annex 1001.1b-2, Class A - Research and Development and not
listed under the WTO-AGP.

The Comprehensive Land Claims Agreements (CLCAs) are not
applicable to this procurement, as work will not be delivered
to, nor conducted within CLCA areas. The federal government's
Set-Aside Program for Aboriginal Business (SPAB) does not apply
to this procurement.

The Canadian Content Policy applies to this procurement, the
bidder must:

  • Supply Canadian goods and/or services,
  • Be a Canadian company, and
  • Ensure 50% of work performed on the proposed project will be

conducted in Canada.

Evaluation and Contractor Selection Methodology

Canada has released a competitive CFP.
MANDATORY AND POINT-RATED EVALUATION CRITERIA:
A combination of mandatory and point-rated evaluation criteria
will be utilized. For all point-rated evaluation criteria,
Bidders must obtain the required minimum points for each group
of criteria with a pass mark.

EVALUATION:
To be considered compliant a proposal must:
(a) Comply with all the requirements of the bid solicitation;
(b) Meet all Mandatory Evaluation Criteria;
(c) Obtain the required minimum points for each criterion with a
pass mark;

Bids not meeting (a) or (b) or (c) will be declared
non-responsive. Neither the responsive bid that receives the
highest number of points for the Point Rated Evaluation
Criteria, nor the one that proposed the lowest price will
necessarily be accepted.

BASIS OF SELECTION:
The responsive bids with the Best Overall Proposal with respect
to the distribution of investment selection process will be
recommended for award of a contract.

The core framework against which a balance of investment is
sought is the defined CSSP outcomes to which specific CFP
investment priorities are aligned. The program outcomes
represent one of several balance considerations including:

· Security (counter terror) vs. safety (daily trauma);
· Current CSSP Investment Portfolio balance;
· Annual environmental scans;
· Technology Readiness Levels;
· Emerging operational and policy issues;
· Multi-year program direction; and
· Program record of desired vs. actual performance.

The primary proposal selection committee (PSC) balance
consideration is against CSSP outcomes from which investment
priorities are derived. During the deliberations of the PSC,
each proposal will be assessed against its potential to
contribute to a CSSP Outcome through the analysis of the
relevant investment priorities, objectives and intended output
stated in the proposal.

Additional PSC considerations for balance of investment may
include the quality of the proposal and the distribution of
funding across research portfolios, project types, Canadian
regions and long term vs. short term impact, and alignment with
Government of Canada (GoC) strategic priorities.

Open Season Bid Submission

1. Bid Submission Period 2014 (CSSP CFP 003):
a. Synopsis Proprosal Submission Period: 10 September to 8
October 2014, 16:00 EDT.
b. Full Proposal Submission Period: 24 November, 2014 to 13
January, 2015 at 16:00 EST.

Proposals are sought from industry, academia, non-governmental
organizations, and government institutions for all investment
priorities. A complete list of CSSP investment priorities is
provided in the CSSP CFP Bidder Guidebook, Annex B, Investment
Priorities.

The bid submission and selection process is described in the
CSSP CFP 003 Bidder Guidebook.

To ensure the integrity of the competitive process, enquiries

this requirement may result in the proposal being declared
non-responsive.
