Nature of Requirements:
This amendment is raised to change the closing date from July
31, 2012 to August 7, 2012 and adds a certification that is
required with the bid.

Requirement: The Department of National Defence (DND) has a
requirement for Bullet Resistant Plates (BRP) kits (2 Bullet
Resistant Plates, webbing carrier and user instruction), bullet
Resistant Plates, training plate kits ( 2 Bullet Resistant
Plates without ballistic protection, webbing carrier and user
instruction), Bullet Resistant Plates without ballistic
protection and webbing carriers.

They are to be manufactured in accordance with the Department of
National Defence Technical Standards:
Annex B-Statement of Work bullet resistant plates standard for
the land forces
Annex C- Technical Standard bullet resistant plates for the land
force dated July 2011
Annex D- Contract Data Requirements Lists dated April 2011
Annex E- Data Item Description dated June 2011
Annex F- Guidance to bidders technical requirement - BRP bid
evaluation

Twenty plates and tests results will be required with the bid.
This procurement is divided in two phases.

Phase 1 -The written proposal will be evaluated and plate
samples will be assessed for ballistics effective coverage ratio
(ECR), weight and material requirements in accordance with Table
F2 (Phase 1) of Annex F.

Phase 2- Three contracts will be awarded for the supply of 25
ballistic plates under each contract. The plates will be from
the same production lot as the original bid samples. These
plates will be assessed for ballistic, environmental and
durability requirements at table F2 (Phase 2) of Annex F. If no
compliant bidder is found after the technical evaluation of the
25 plates, the process will be applied until a compliant bid is
found.

Following the testing of the 25 plates one contract will be
awarded to the bidder with the highest technical score.

Technical data should be automatically issued, under separate
cover, upon request for the bid documents. Therefore, it is
imperative that this request for the bid documentation be done
as soon as possible to ensure timely receipt of the associated
technical data. However, the Crown shall not be held responsible
for untimely release of technical data, since the technical data
package and sealed patterns shall be available for viewing at
the following Public Works and Government Services Canada
regional offices: Quebec, Quebec, Montreal, Quebec, Mississauga,
Ontario, Edmonton, Alberta, Vancouver, British Columbia,
Winnipeg, Manitoba and Gatineau, Quebec.

Contract Estimated Quantity:
This requirement is for an estimated quantity of :
5,000 Bullet Resistant Plates (BRP) kits
6,000 Bullet Resistant Plates (BRP)
4,000 training plate kits
2,000 training plates
1,000 webbing carriers

Option:
The main contract will also include series of annual options
that may or may not be exercised to purchase additional
quantities of all firm deliverable items ( 1- 5 ) listed in
Annex A.
These options will be available for a five year period
commencing after the last delivery of the firm quantities. The
minimum order quantity of any one option year will be 2,500
single Operational plates to an estimated maximum of 2,500
Operational Plate kits.
The option could also be comprised of a combination of items (
eg ) 2,500 units of Operational plates, plus quantity X of
Training Plate Kits plus quantity X of plate carriers.

Delivery requested: Items are to be delivered complete to
Montreal, Quebec and Edmonton Alberta 10 months from date of
contract award.

Canadian Content: This requirement is subject to the Canadian
Content Policy and is open to all bidders.
