Background and Purpose of this Request for Information

The Royal Canadian Mounted Police (RCMP), Specialized Policing
Support Services (SPS) has a requirement to replace the current
Police Information Portal (PIP) and possibly the Public Safety
Portal (PSP) with a new Police Records Portal (PRP) Software
Solution.

This new robust, production ready and operational application is
to be used by the Canadian law enforcement community to access
and share police information that exist in various police
Records Management System (RMS) databases in different
jurisdictions Canada-wide. This solution would query its'
application database. The database would contain a subset-index
of tombstone persons, vehicle, and occurrence data, published to
there from police RMSs. The RCMP is looking for a site license
that will be used Canada-wide by police and public safety
departments and agencies.

The current Police Information Portal (PIP) processes an average
of one million queries per month and in an excess of 25 million
maintenance transactions over the last 12 months. As of January
2014, the PIP database contains 35 million Persons records and
14 million Vehicle records. Approximately 89% of the 205 police
agencies in Canada query PIP. Less than 1% of the queries are
made through the existing PSP application by the Public Safety
Partners.

The the RFI is divided into three parts: (i) 2 Functional
Requirements (M); (ii) 3Technical Requirements (T); (iii) 4 Non
Mandatory Enhancements (E). The first two parts are the items
that a PRP solution must have. The third part (iii) are
enhancements that the RCMP Business client regards as
"nice-to-haves". Although not mandatory, the ability to provide
Part (iii) items will be considered in the evaluation of any
eventual Request for Proposal. The RCMP Business client
encourages respondents to provide any other enhancement ideas
that they feel will improve the product.

In addition the RFI is aksing specific questions aimed at
responded to obtain additional information on how they could
provide a PRP solution and how they could deliver it.
