ADVANCE CONTRACT AWARD NOTICE (ACAN) – Ipsos-Reid
The Department of Finance Canada has a requirement for the provision of a subscription to modules of the Canadian Financial Monitor (CFM) as identified below (which include CFM modules from 1999-2013).

Module 3: Credit Cards
Module 4: Chequing and Savings Accounts
Module 5: Insurance
Module 6 (excluding 6.7, Mortgages): Loans, Lines of Credit, Mortgage Refinancing and Household Expenditures
Module 7: Investments
Module 9: About the Household
The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Ipsos-Reid, 1285 West Pender Street, Suite 200, Vancouver BC V6E 4B1 CANADA. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.

DESCRIPTIVE TITLE
Subscription to modules of CFM which includes CFM modules from 1999-2013.
BACKGROUND
The Department of Finance Canada has a requirement to purchase a subscription to CFM which includes CFM modules from 1999-2013.
The CFM database is a quarterly product which collects information from 12,000 households on:

Module 6 (excluding 6.7, Mortgages): Loans, Lines of Credit, Mortgage Refinancing and Household Expenditures

The proposed contract is for a period of one year from date of award.
The estimated value of the contract is $140,000.00 (HST extra).
JUSTIFICATION FOR PRE-SELECTED SUPPLIER
Ipsos-Reid created CFM, and as such being the only supplier capable of performing the contract, ownership of any Foreground Intellectual Property arising out of the proposed contract will vest with them.
CFM is the only source of consolidated multi-year data providing a detailed regional household financial snapshot of approximately 12,000 households across Canada in a given year. The product is also used by the Bank of Canada.
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

POLICY INFORMATION
The following policy requirements are applicable to this ACAN process:
1. Applicable Exceptions to Soliciting Bids under the Government Contracts Regulations (GCRs) (Section 6):
A contracting authority may enter into a contract without soliciting bids where:
d. only one person is capable of performing.
2. Applicable Limited Tendering Provision under the Agreement on Internal Trade (AIT) (Article 506.12)
506.12(b) - where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists
