RFP SCOPE
Farm Credit Canada’s Information Technology (IT) team is accountable to enable and deliver IT Services to FCC’s community and enterprise leaders to enable execution excellence.
To effectively meet business objectives, FCC regularly needs to augment its internal IT staff complement. FCC’s objective through this RFP is to select a robust list of Proponents who will reside on our Pre-Qualified (PQ) List.
The primary objectives of the PQ List are to enable FCC to:
scale its resource capacity with flexibility and agility;
optimize the velocity and efficiency of the Procurement process for securing external resources for Time and Material services;
enhance competition through selecting resourcing Proponents with the best fit and ability to meet FCC’s business needs;
promote consistency in service levels, expectations, and individual resource performance through building familiarity with Proponents on the PQ List; and
realize increased business value beyond filling resource assignments, through supporting mutually beneficial relationships with Proponents on the PQ List over time.
As the PQ List will be used by FCC on an ongoing basis, Proponents who choose not to not participate in this event at this time, or Proponents who are not selected to the PQ List under this event, will have an opportunity to be considered for inclusion on the PQ List through a subsequent event. FCC plans to publish a notice annually to CanadaBuys/MERX as a method of informing the market that the PQ List will be open for adding new potential Proponents. Proponents will have an opportunity at that time to submit a proposal and be evaluated in the same manner as this event (see Evaluation Process – Part 3 of the RFP for further details).

RFP PROCESS CONSIDERATIONS
This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope, and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.

MERX is a Canadian Public Tenders electronic bidding system accessible at https://www.merx.com. It is the sole responsibility of the Proponent to ensure its compatibility with MERX.
Proponent proposals MUST be submitted electronically through MERX, preferably in a PDF or MS Word file, prior to the RFP Closing Date/Time specified in the RFP. Proposals submitted in other formats, by other methods or through any other means, or after the RFP Closing Date/Time specified in the RFP, may be rejected by FCC.
