Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.
Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

Public Works and Government Services Canada (PWGSC) has a requirement to establish a Regional Master Standing Offer for the supply of Dairy Products to Authorized Users.
Below is a list of provinces and territories who have shown interest in making call-ups against the Standing Offer:
- The Ontario Region has been divided into 6 zones: Southern Ontario (1), Central Ontario (2), North Western Ontario (3), North Eastern Ontario (4), National Capital Region (5), and Eastern Ontario (6);
- The Offeror can submit pricing on as many or as few line items as they wish for each zone they are providing an offer;
- The Request for Standing Offer may result in the issuance of up to three (3) Standing Offers per zone;
-The period of the Standing Offer is from June 01, 2021 to November 30, 2021;
- This RFSO allows offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to Part 2 of the RFSO entitled Offeror Instructions and Part 3 of the RFSO entitled Offer Preparation Instructions, for further information on using this method;
- This RFSO has a preference for Offerors who demonstrates meeting the Environmental Commitments described in Annex ?G?. Offerors who submits the required proof demonstrating they meet these environmental commitments could receive a Preferential Margin in the financial evaluation of this solicitation.
- Sustainable packaging, as per definitions in Annex A, is encouraged for this procurement.
- This RFSO includes a Social Procurement Supplier Self-Identification Form in Annex ?H? to gather voluntary supplier information within Food and Beverage Industry. The information will inform us the diversity profile of the suppliers who bid on our food and beverage procurements and will may help shape future Social Procurement strategy.
